Business Analyst
Employment Type: Contract Position (~10 months)
Schedule: Monday-Friday, 8:00 AM - 4:30 PM
Work Location: Telework eligible with occasional on-site requirements in Baltimore & Annapolis, MD

Position Summary
The Business Analyst will identify, prioritize, execute, and report on continuous improvement projects across two divisions within the agency. This role focuses on enhancing operational efficiency, accuracy, and security through process analysis, documentation, and reengineering initiatives.
Primary Responsibilities
- Lead continuous improvement projects to enhance efficiency, accuracy, and security of agency operations
- Develop comprehensive documentation and training materials for existing business processes
- Identify gaps in internal controls and provide remediation recommendations
- Reengineer business processes to improve efficiency, accuracy, cost-effectiveness, and employee satisfaction
- Develop or coordinate with technical support staff to enhance tools and workflows within existing applications
- Work within the agency technology environment including Excel, SharePoint, PowerBI, ServiceNow, KAPS, and Revenue Premier
- Provide quality assurance testing for business processes migrating to new applications
- Support design and development of enhanced business process solutions
- Maintain balanced workload across two divisions with equal time allocation
- Complete a minimum of two significant projects per division during contract term
Deliver required project documentation including written project proposals with measurable objectives and performance metrics - Comprehensive standard operating procedures with detailed process documentation
- Close-out reports analyzing outcomes, recommendations, risks, and opportunities
Required Qualifications
- Bachelor's degree from an accredited institution in Business Administration or related field
- Minimum 3 years of experience in business process analysis, documentation, standard operating procedure development, or business process reengineering
- Current professional certification: CBAP, PMI-PBA, CAPM, or equivalent relevant certification
Preferred Qualifications
- Minimum 3 years of experience in project management or leadership roles with responsibility for timely and effective execution of complex tasks
