Overview
The Business Analyst will support a state client Property and Field Enforcement Divisions by executing continuous improvement initiatives, documenting business processes, developing SOPs, analyzing internal controls, and enhancing workflows across COM applications (Excel, SharePoint, Power BI, ServiceNow, KAPS, Revenue Premier).
This is a hybrid role requiring occasional onsite work in Annapolis and Baltimore and the handling of confidential tax information.
Key Responsibilities
- Analyze and document existing business processes across two COM divisions.
- Develop detailed Standard Operating Procedures (SOPs) for defined processes.
- Identify, assess, and recommend solutions for gaps in internal controls.
- Redesign workflows to enhance accuracy, efficiency, cost savings, and employee satisfaction.
- Support the development of new tools or enhancements within COM’s technology environment.
- Conduct quality assurance testing and support migration activities into new applications.
- Produce written project proposals, metrics, and close-out reports for all assigned projects.
- Deliver at least two significant improvement projects per division (total of four).
- Coordinate work with COM project managers, stakeholders, and technical staff.
Required Qualifications
- 3 years experience in business process analysis, SOP development, or process engineering.
- Bachelor’s degree in Business Administration, IT, or related field.
- Professional certification: CBAP, PMI-PBA, CAPM, or equivalent.
- Experience creating detailed documentation and performance metrics.
- Strong proficiency with: Excel, SharePoint, Power BI, ServiceNow (or similar systems).
Preferred Qualifications
- 3 years experience as a project manager or task lead.
- Experience in government operations or tax administration environments.
- Familiarity with IRS Publication 1075 security requirements.
