The Office of the Chief Information Officer, is currently seeking a Program Manager to lead the Project Management Office (PMO). This position will report directly to the CIO. This role oversees the planning, execution, and delivery of strategic IT projects and programs (ERP, Timekeeping, Microsoft 365, EnergyCap), ensuring alignment with organizational goals, compliance with governance standards, and delivery of value to stakeholders. The PMO Program Manager also provides portfolio-level oversight, executive reporting, and fosters continuous improvement across all project management activities.
- Lead the PMO, managing a portfolio of complex IT projects and programs from initiation through completion.
- Develop and implement project management methodologies, standards, and best practices to ensure consistent delivery and quality.
- Collaborate with executive leadership, department heads, and cross-functional teams to define project scope, objectives, and success criteria.
- Oversee project planning, resource allocation, budgeting, risk management, and reporting.
- Monitor project and program performance using key performance indicators (KPIs) and dashboards, providing regular updates to the CIO and executive team.
- Ensure projects are delivered on time, within scope, and within budget, while meeting organizational priorities.
- Facilitate project governance, including steering committee meetings, project reviews, and post-implementation assessments.
- Mentor and develop project managers and staff, fostering a culture of accountability, collaboration, and continuous improvement.
- Champion change management and stakeholder engagement to support successful project adoption.
- Identify and mitigate risks, resolve issues, and escalate critical concerns to the CIO as needed.
- Ensure compliance with organizational policies, regulatory requirements, and industry standards.
- Optimize resource allocation across projects and programs, balancing competing demands and maximizing return on investment.
- Promote a culture of accountability, innovation, and excellence in project management practices.
- Support cybersecurity awareness and compliance within project delivery, collaborating with security teams as needed.
The ideal candidate will possess:
- Bachelor’s degree in information technology, Business Administration, Project Management, or related field (Master’s preferred).
- PMP or equivalent project management certification Preferred.
- Demonstrated experience establishing and managing a PMO in a public sector or regulated environment.
- Strong knowledge of project management methodologies (e.g., PMBOK, Agile, Waterfall).
- Excellent leadership, communication, and interpersonal skills.
- Proven ability to manage multiple projects simultaneously and deliver results in a fast-paced environment.
- Experience with budget management, resource planning, and executive reporting.

- Bachelor’s Degree in Computer Science, Information Management Systems, Computer Engineering, Software Engineering or any related field.
- Eight (8) years of progressively responsible Enterprise experience that includes IT supervision.
- An equivalent combination of education and experience may be substituted, which together total twelve (12) years.
- Project Management Institute (PMI) certification(s) is desired; such as Project Management Professional (PMP), Program Management Professional (PgMP), Certified Associate in Project Management (CAPM), PMI Professional in Business Analysis (PMI-PBA).
