The Maryland-National Capital Park and Planning Commission, Department of Parks and Recreation, a nationally recognized and award-winning parks department, is seeking an Operations Manager at Prince George’s Sports and Learning Complex in our Aquatics & Athletics Facilities Division.  The successful candidate will be responsible for performing technical and administrative work related to system management and maintenance of the facility structure, mechanical systems, equipment and grounds. Managers at this level are required to have a high degree of specialized knowledge and expertise in building administration, management systems and maintenance trades. 

The hiring range for this position will be $61,609 to the midpoint of the advertised salary range and will be based on the candidate’s qualifications and education. 

This position provides facility management, programmatic, and supervisory support for a high profile, heavily utilized facility within the Aquatics & Athletic Facilities Division. This position will monitor and assist with the oversight of day-to-day operations, and the development and implementation of operational goals and procedures.  Key roles and areas of responsibilities will focus on operations, facilities maintenance, staff management, and major or routine project oversight and repairs.
  • Responsible for managing, implementing and maintaining building management systems, such as energy management, security; elevator; heating, ventilation, air conditioning (HVAC); electrical and plumbing. Prioritizes and schedules repairs and maintenance.
  • Responsible for administrative duties associated with building and facility inspection, maintenance, repair and operation. This requires research, planning, developing and coordinating activities, programs and personnel both internally and externally to accomplish objectives. Maintains administrative records and files. Inputs inventory into the order management tracking systems, including requests for order completion.
  • Responsible for monitoring expenditures and preparing quarterly/annual budget projections 
  • Provides supervision, guidance and support to operations staff on employee-related matters (i.e. disciplinary training, recruitment, and selection process) 
  • Assigns and leads activities of the operations team in a variety of duties related to any one of the skilled trades required for building maintenance. 
  • Communicate with various cross-functional teams within assigned facility and in other divisions to properly administer various related repairs and projects 
  • Applies knowledge and performs work in accordance with building maintenance and administration; building management systems; Federal, State and local building, fire and safety codes; hazard identification and safety precaution guidelines.
  • Schedules all maintenance inspections required by Federal, State and local codes and regulations. Ensure work is completed to remain in compliance. 
  • Writes routine/draft administrative reports including requests for quotes. Review and recommendation for approval of routine quotes, payment of invoices and purchase orders, and petty cash receipts if applicable to ensure compliance with Commission policies and procedures. 
  • Oversee janitorial contractors work program coordinating in conjunction with subordinate management team to assure facility cleanliness & readiness as well as proper staffing levels for daily operations and for any special events 
  • Conducts inspection and assessment of building systems and grounds of Commission buildings and facilities. Monitors building utility systems to ensure proper operation. Maintains tools, equipment and materials for repairs. Tests, safety devices and controls, providing recommendations for minor adjustments and repairs of all systems where appropriate.  
  • Makes major adjustments and/or repairs in area of proficiency, schedules preventive maintenance and repairs for other systems with certified contractors or staff as appropriate. Ensures that work is completed in appropriate manner. 
  • Must be willing to work evenings, weekends, holidays, and major event MOD shifts as needed or required 
  • Other duties and special projects as assigned
PREFERRED CANDIDATES WILL POSSESS: 
  • A minimum of five years’ experience in facility operations and/or management of recreational or sports facilities with at least three years in a supervisory capacity 
  • Four (4) years’ experience with building maintenance and administration; building management systems; Federal and local building, fire, safety, codes; all relevant codes pertaining to area of proficiency including inspection, installation and testing; hazards and safety precautions; general building construction, inspection and repair; with general knowledge of all building trades 
  • Experience with personnel and payroll procedures 
  • Proactive and highly independent professional with the ability to support the Facility General Manager and Directors by analyzing complex situations and contributing to the development of effective solutions, all while working with minimal supervision. 
  • Strong organizations skills, with ability to prioritize multiple tasks and manage time effectively 
  • Outstanding interpersonal skills to motivate and lead a team; ability to communicate effectively both verbally and in writing

WORKING CONDITIONS:
Performs indoor and outdoor work; and exposure to varied weather conditions, confined spaces, heights, dirt, noise, dust, fumes and electrical systems. On call to work during emergencies. Positions in this class occasionally remain in a stationary position; move about inside the office and outside; operate vehicles; tools and equipment; ascent and descend ladders and stairs; and use hydraulic lifts. Positions self to complete manual work; use hands to perform preventative and other maintenance tasks; and moves equipment, tools and objects weighing up to 100 pounds. 
  1. High School Diploma or Certificate of General Educational Development (GED).
  2. Completion of approved apprentice program in a building trade; such as electrical, HVAC, plumbing or four (4) years of progressively responsible experience in a skilled trade.
  3. Four (4) years of progressively responsible related trades experience which includes two (2) years at the journey level and one-year experience as a lead building maintenance superintendent or Maryland first grade stationary engineer.
  4. An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  5. Licenses or certifications at journey level (issued by local jurisdiction) required for area of proficiency (e.g., electrician - electrician's license, plumbing - plumber's license, HVAC mechanic - certificate in refrigerant recovery and recycling).
  6. Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  7. Obtain and maintain all applicable certifications.
  8. Pass Commission medical examination.
