What are the responsibilities and job description for the Community Outreach Specialist position at The Martinsburg Initiative?
Schedule: Evenings and weekends, with occasional daytime meetings and training
Job Overview
The Martinsburg Initiative (TMI) is hiring a Community Outreach Specialist to bring prevention resources, practical support, and service connections directly into the community.
This position combines community event planning with hands-on outreach to individuals and families affected by substance use, overdose risk, trauma, and related challenges. You will organize overdose-prevention events, work alongside fire and EMS personnel, and help people connect with treatment, recovery, housing, healthcare, and family supports.
Working alongside our existing community outreach specialist and public safety support team, you will expand access to services during evenings and weekends. This role is a good fit for someone who enjoys building relationships, organizing community activities, and following through to help people get the support they need.
What You’ll Do
- Plan and carry out community events. Organize overdose-prevention events, resource fairs, outreach visits, and related activities, including partner participation, supplies, scheduling, and follow-up.
- Provide prevention education. Share information about overdose recognition, naloxone, and available resources. Provide naloxone education and distribution within your training and agency procedures.
- Work closely with EMS and community partners. Receive referrals, conduct outreach after overdoses or other identified concerns, and help individuals and families access appropriate services.
- Provide direct support and follow-up. Identify needs and strengths, help address barriers to services, and provide assigned case management and resource navigation.
- Connect people with care. Coordinate referrals and warm handoffs to treatment, recovery, healthcare, housing, and family services, and follow up to confirm connections.
- Build community relationships. Serve as a liaison with residents, first responders, service providers, and community organizations. Coordinate outreach with partners such as Community Cup and EPEC.
- Recognize interconnected needs. Consider how substance use, trauma, adverse childhood experiences, housing instability, and family challenges affect prevention and recovery needs.
- Coordinate with the team. Work with the existing outreach specialist, peer staff, case workers, and Overdose Prevention Coordinator so events and individual services are organized and responsibilities are clear.
- Participate in coordinated prevention efforts. Complete Situation Table training and contribute to assigned referrals, outreach, and follow-up.
- Maintain timely documentation. Record services, referrals, follow-up attempts, event participation, and naloxone activities in Julota and other required systems.
Required Qualifications
- Bachelor’s degree in social work, psychology, counseling, human services, or a closely related field from an accredited institution.
- Relevant experience in community services, substance-use prevention or recovery, behavioral health, case management, family support, or public safety partnerships.
- Strong communication and relationship-building skills, including the ability to speak with community groups and engage people who may be hesitant to seek services.
- Ability to organize events, manage competing priorities, maintain accurate records, and work independently while coordinating with a team.
- Ability to work regular evenings and weekends and travel locally to community locations and partner sites.
- Valid driver’s license and ability to meet agency driving, background, and partner-agency requirements.
- Ability to meet the licensure or credential requirements applicable to assigned responsibilities. Services requiring a professional license must be performed with the appropriate license and supervision.
Preferred Qualifications
- Current professional licensure or eligibility for licensure in a relevant field.
- Master’s degree in a related field.
- Experience planning community events, working with EMS or other first responders, or providing overdose-prevention and recovery support.
- Experience engaging individuals and families in community settings and coordinating services across organizations.
Work Environment
This is a community-based position involving work at events, partner organizations, public safety facilities, and other locations, including homes when appropriate. You will report to TMI’s Assistant Director and participate in supervision, training, and team coordination.
