Salary: $90,000–$120,000 annually

Position Overview

A mission-driven community health organization is seeking an experienced Human Resources Operations Manager to oversee day-to-day HR operations across locations in Lower Manhattan and Jackson Heights, Queens.

This hands-on leadership role will supervise HR operations staff and ensure that essential functions—including recruitment, onboarding, payroll, benefits, training, employee relations, and offboarding—run efficiently, consistently, and in compliance with employment regulations.

Key Responsibilities

• Supervise HR operations staff and manage daily departmental workflow
• Partner with senior leadership on employee retention, professional development, productivity, and workforce planning
• Strengthen onboarding, orientation, training, and workplace safety programs
• Oversee HRIS data, employee records, reporting, and system updates
• Coordinate payroll, benefits administration, and employee offboarding
• Support employee and labor relations, including performance evaluations, staff recognition, counseling, and grievance processes
• Ensure compliance with employment laws, Workers’ Compensation requirements, and organizational policies
• Identify opportunities to improve HR processes and the overall employee experience

Qualifications

• At least 10 years of experience managing human resources processes
• At least three years of supervisory or HR leadership experience
• Healthcare or community-based organization experience strongly preferred
• Strong knowledge of HRIS platforms and benefits administration
• Experience working in a unionized environment preferred
• SHRM certification preferred
• Excellent organizational, communication, leadership, and problem-solving skills
