Position Summary

The Senior Director of Work and Training is a strategic leader responsible for designing, implementing, and continuously improving learning experiences that drive team member and participant growth, skill development, and successful program outcomes within the Fedcap Families program. This role

translates organizational goals, workforce development priorities, and learning needs into engaging, relevant, and measurable learning solutions that support progress and advancement.

 

The Senior Director of Work and Training oversees and ensures effectiveness in the coordination, development, delivery, and evaluation of curricula, training materials, instructional resources, and learning pathways that align with program objectives. Through collaboration with program leadership, participant-serving personnel, subject matter experts, and external partners, this role ensures learning content is current, accessible, culturally responsive, and aligned with market trends. The SDLRD utilizes data, feedback, and performance metrics to assess training effectiveness and makes informed improvements that enhance learning outcomes and engagement.

 

A critical responsibility of this position is the observation, evaluation, and continuous enhancement of

instructional delivery and learning experiences. The Senior Director of Work and Training conducts structured reviews of workshops, training sessions, and learning activities to assess instructional quality, levels of engagement, curriculum alignment, and learning effectiveness. Findings are documented and translated into actionable recommendations, facilitator coaching, professional development plans, curriculum revisions, and quality improvement initiatives. This process ensures learning experiences are delivered with consistency, accuracy, and a clear focus on skill acquisition, as well as opportunities for personal and professional growth.

Your Responsibilities Will Include

Leadership, Performance Management & Accountability

  • Lead the design, implementation, and continuous improvement of learning and resource development

initiatives for Fedcap Families, establishing clear learning objectives and measurable outcomes aligned with programmatic success metrics, personal or professional development goals, and contractual requirements.

  • Ensure instructional excellence by regularly observing and evaluating workshops, training sessions, and

learning activities, assessing engagement, instructional effectiveness, curriculum alignment, facilitation quality, and progress toward learning and career advancement goals.


  • Provide timely, actionable feedback to instructional team and other facilitators, translating observations into targeted coaching, professional development opportunities, instructional best practices, and performance

    improvement plans, when necessary.

  • Develop and implement learning strategies that build capacity, enhance facilitation skills, strengthen engagement techniques, and promote effective delivery of curriculum and workforce development programming.

  • Monitor and evaluate training effectiveness through assessments, feedback, learning outcomes, and performance data, ensuring learning interventions produce measurable improvements in knowledge, skill acquisition, and competency development.

  • Generate and analyze learning and performance reports to identify skill gaps, training needs, curriculum enhancements, and opportunities to improve learning outcomes and program effectiveness.

  • Design, update, and maintain curriculum, training materials, facilitator guides, and learning resources that reflect industry’s best practices, labor market demands, and organizational priorities.

  • Partner with program leadership, participant-serving personnel, and subject matter experts, to ensure learning content and training delivery remains relevant, engaging, accessible, and aligned with career ladders.

  • Foster a culture of continuous learning, innovation, and accountability, by promoting knowledge sharing,

    instructional excellence, and a commitment to achieving meaningful individual and organizational outcomes.

 

Learner Impact & Resource Alignment

  • Cultivate an engaging and learner-centered environment where in-person and virtual learning spaces visibly reflect organizational values, personal and professional development goals, and a commitment to individual growth and achievement.

  • Conduct comprehensive reviews of learning environments, instructional resources, and training materials to ensure they support engagement, accessibility, inclusivity, and effective knowledge transfer.

  • Design and maintain high-quality learning resources, facilitator tools, and instructional aids that promote a safe, welcoming, inclusive, culturally responsive, and dynamic learning experience.

  • Oversee the development, organization, and continuous improvement of curricula, learning libraries, digital resources, and educational materials, ensuring content remains current, relevant, and aligned with program objectives and industry trends.

  • Collaborate with program leadership and operational teams to identify resource needs, prioritize 

    improvements, and implement solutions that enhance learning effectiveness, strong engagement, and dynamic instructional delivery.

 

Talent Development & Learning Excellence

 

  • Lead the design and implementation of team member learning and professional development strategies that

attract, develop, and retain high-performing team members through meaningful growth opportunities and career advancement pathways.

  • Lead, coordinate, develop, and facilitate onboarding training programs, learning pathways, and competency- based assessments that equip team members with the knowledge, skills, and resources necessary to excel in

    their roles.

  • Monitor learning outcomes and workforce development metrics to identify skill gaps and implement targeted training, coaching, curriculum enhancements, and professional development opportunities aligned with organizational priorities and program goals.

  • Partner with program leadership to establish a culture of continuous learning, accountability, and professional growth where expectations are clear, accomplishments are recognized, and development is an ongoing priority.

  • Evaluate the effectiveness of training programs and learning resources through feedback, assessments, performance data, and quality assurance measures, using findings to drive continuous improvement and maximize impact.

  • Utilize data dashboards, evaluation tools, and workforce trends to proactively identify emerging learning needs, measure program impact, and implement continuous quality improvement initiatives.

 

What We’re Looking For:

  • Bachelor’s degree in Education, Social Work, Counseling, Psychology, Human Services, Public Administration, Business Administration, or a related field from an accredited institution required. Master’s degree preferred.

    • An equivalent combination of education, training, and experience that demonstrates the ability to perform the duties of the position will be considered

  • Minimum of 3 years of experience in learning and development, instructional design and resource development, or education OR in other related fields, such as operations management, human resources, or healthcare administration.

    • Minimum of 5 years of experience supervising and leading teams toward strong outcomes, preferably in the space of learning and development, education, workforce development, or social services. Comparable experience in related industries will also be considered.

    • And/or education or experience deemed appropriate by the agency.

Compensation & Benefits

  • Salary $75k-85k
