Nature of Work: The Director of Training provides strategic leadership, vision, and oversight for all agency-wide training and professional development initiatives. This role ensures that training systems are aligned with the agency’s mission, regulatory requirements, strategic goals, and workforce development priorities. The Director of Training designs and oversees a comprehensive training framework that supports compliance, quality services, staff retention, leadership development, and continuous improvement. This position collaborates closely with executive leadership, department directors, and external partners to ensure a highly skilled, competent, and prepared workforce.
Essential Functions:
Strategic Training Leadership
- Provide strategic direction and long-term planning for agency-wide training and workforce development initiatives.
- Develop and maintain a comprehensive training strategy that aligns with regulatory requirements, organizational goals, and best practices in adult learning.
- Ensure training systems support onboarding, core competencies, annual refresher training, leadership development, and career pathways.
- Evaluate training effectiveness using data, outcomes, and feedback; implement continuous improvements.
- Advise executive leadership on training trends, risks, and workforce development needs.
Training Systems, Operations, and Compliance
- Oversee the design, implementation, and maintenance of all training programs and curricula.
- Ensure all required training meets federal, state, licensing, and accreditation standards.
- Provide oversight of learning management systems (LMS) and training data systems to ensure accuracy, compliance, and usability.
- Ensure timely and accurate reporting of training compliance to internal leadership and external regulatory bodies.
- Establish standardized training policies, procedures, and documentation practices.
Grant Oversight and Resource Management
- Provide oversight of training-related grants and funding sources, including the Alfond Grant.
- Ensure compliance with grant requirements, deadlines, reporting, and documentation.
- Collaborate with leadership to identify funding opportunities that support workforce development and training innovation.
- Manage training-related budgets, contracts, and external vendors as assigned
Leadership Development and Staff Support
- Oversee the development and implementation of leadership and supervisory training programs.
- Support department leaders in building staff competency, performance improvement, and career development plans.
- Promote a culture of learning, professional growth, and continuous improvement across the organization.
- Ensure training approaches are inclusive, accessible, trauma-informed, and equity-focused.
Supervision and Team Leadership
- Provide direct supervision, coaching, and performance management for the Training Manager.
- Provide indirect oversight and guidance for Training Specialists and other training staff.
- Set priorities, allocate resources, and ensure effective coordination of training personnel.
- Model ethical leadership, accountability, and collaboration.
Community and External Relations
- Represent the agency in regional, statewide, and professional training initiatives and collaborations.
- Build and maintain partnerships with external training providers, educational institutions, and professional organizations.
- Support the development of external training opportunities, when appropriate, to enhance community impact or generate revenue.

- Must be able to travel independently between agency locations and to community meetings or events.
- May require occasional evening or weekend hours depending on agency needs.
- Must be able to remain flexible and responsive to unplanned situations, such as participation in incident response or facility concerns.
Qualifications:
- Bachelor’s degree in education, human services, organizational development, social sciences, or a related field required.
- Minimum of three (3) years of progressive experience in training, staff development, or workforce development.
- Minimum of three (3) years of progressively responsible leadership experience, including supervisory experience in the human services or nonprofit sector.
- Strong understanding of service delivery systems for individuals with intellectual and developmental disabilities.
- Excellent written and verbal communication skills, including the ability to communicate effectively with stakeholders at all levels.
- Demonstrated ability to manage complex systems, lead through change, and promote a positive organizational culture.
- High proficiency in Microsoft Office applications, learning management systems, and comfort with data systems and electronic documentation platforms.
- Valid and insurable Maine driver’s license required.
- Ability to pass required background checks, to include: Adult/Child Protective Services; criminal history; OIG Exclusion list; National Sex Offender Registry; Bureau of Motor Vehicles record; and Maine CNA Registry.
