The DNA Group is seeking a highly experienced Principal Healthcare IT Strategist to support healthcare technology transition and system integration initiatives across government systems.

This role requires deep expertise in healthcare IT systems, data governance, infrastructure, and compliance. The consultant will lead IT transition planning, ensure secure data archival and retention, oversee decommissioning of systems and infrastructure, and serve as a strategic liaison between healthcare operations, OCTO leadership, and stakeholders to maintain compliance, data integrity, and security throughout mission-critical transitions.

Overview Requirements: 

• Lead the development and execution of IT transition and decommissioning plans in alignment with healthcare operations strategy and integration requirements.

• Oversee phased shutdown of clinical and administrative systems (EHR, PACS, LIS, ERP) with strict adherence to data integrity and legal compliance requirements.

• Coordinate secure archival, storage, and long-term accessibility of clinical, operational, and financial data in compliance with HIPAA and other regulatory mandates.

• Develop and implement enduring data governance protocols for legacy systems under the medical records custodian.

• Direct the deactivation, migration, and risk mitigation of network infrastructure, cybersecurity measures, and user access rights.

• Serve as liaison between healthcare IT operations and OCTO leadership to ensure ongoing compliance with data and security obligations.

• Oversee disposition of digital assets, including licensed software, hardware decommissioning, and infrastructure dismantling.

• Provide reporting on risks, compliance, and project timelines to agency and system leadership throughout the transition.

• Ensure all project lifecycle activities align with District standards and procedures.

• Coordinate IT project management, engineering, maintenance, QA, and risk management functions.

• Provide technical training, upgrades, troubleshooting, and application support during transition activities.

• Maintain ongoing monitoring and documentation for databases, networks, and applications impacted by transition efforts.

Minimum Qualifications: 

• Bachelor’s degree in IT or related field, or equivalent experience.

Required Experience: 

• Lead the development and execution of IT transition and decommissioning plans: 10 years (Required)

• Oversee phased shutdown of clinical and administrative systems (EHR, PACS, LIS, ERP): 10 years (Required)

• Coordinate secure archival and long-term accessibility of clinical, operational, and financial data in compliance with HIPAA and Federal requirements: 10 years (Required)

• Develop and implement enduring data governance protocols for legacy systems under medical records custodian stewardship: 10 years (Highly Desired)

• Direct deactivation or migration of network infrastructure, cybersecurity controls, and user access rights: 10 years (Required)

• Serve as liaison between hospital IT operations and OCTO leadership to ensure continuity of data and security obligations: 10 years (Required)

• Oversee asset disposition strategy, including licensed software, hardware decommissioning, and digital infrastructure dismantling: 10 years (Highly Desired)

• Maintain ongoing reporting on risk, compliance, and project timelines to system-wide leadership: 10 years (Highly Desired)

This Job Is Ideal for Someone Who Is: 

• Experienced in healthcare IT operations with a strong background in hospital system transitions, decommissioning, and compliance.

• Detail-oriented and able to manage complex IT shutdowns and data migrations while ensuring HIPAA and federal data retention compliance.

• Skilled in data governance, cybersecurity, and infrastructure deactivation with the ability to balance technical rigor and regulatory mandates.

• A strategic communicator and collaborator, comfortable serving as a liaison between hospital IT teams, leadership, and government stakeholders.

• Proactive, organized, and able to anticipate risks, mitigate challenges, and deliver structured reporting to leadership.

• Passionate about leveraging technology to support healthcare continuity and safeguard critical data assets.
