Under the direction of the Payroll Manager, the Senior Payroll Specialist assists with planning, organization and coordination of payroll activities. Develops training program to communicate payroll policies and procedures including implementation of time and attendance software. Assists and reconciles all accounting related transactions as they relate to the payroll function. Work requires the exercise of independent judgment and analysis in decision-making in accordance with established policies and procedures. Assignments are completed independently and reviewed by the payroll manager. Also is expected to collaborate and keep up to date with the Payroll Manager on all pertinent matters.
Characteristic Duties and Responsibilities
- Advanced Payroll Administration: Compiles, analyzes, and enters payroll data of a more complex nature than the payroll specialist such as pension deductions and wage garnishment data. Recommends and determines necessary and applicable adjustments to pay as well as pensions and garnishment. Completes appropriate forms and applies adjustments to wages and salaries as well as performs audits of all payroll entries. Compiles compensation time balances and credits for employees semi-annually. Prepares correspondence of a technical nature pertaining to payroll issues. Responsible for all compliance with WRS (Pension).
- Internal Customer Education and Management: Provides customer service by researching, analyzing and resolving difficult or highly technical problems or questions involving any facet of the payroll system. Ensures that customer complaints are responded to and solutions are developed. Cross-trains, advises and recommends payroll operating procedures, rules and regulations, and processing to faculty, students, managers and staff. Serves as a subject matter expert on wage garnishment and pension deductions. Establishes and maintains the payroll portion of the Disaster Recovery Plan.
- External Stakeholder Relationship: Management: Collaborates with county, state, federal agencies, insurance vendors, and other outside stakeholders to address employee wage compensation, employment status and deductions. Assists in preparing financial, tax and payroll reports for external stakeholders in coordination with the Payroll Manager. Responds to all inquiries related to unemployment, social security and employment verification.
- Payroll Reporting Oversight: Reviews and analyzes payroll reports for accuracy and applies corrections through journal entries in compliance with policies and procedures. Reconciles the payroll module general ledger and year-end pension entries and prepares yearly pension file to be filed with WRS. May assist in audit and year-end close tasks such as preparing W-2s, reconciling W-2s and reporting W2s to social security and the State of Wisconsin.
- Technology Planning and Execution: Develops database reports for auditing payrolls. Evaluates technological solutions to automate and expedite payroll processes. Implements the use of technology to evaluate departmental performance and utilizes appropriate metrics and measurements to drive adoption to improve processes & programs.
- Collaborative Teamwork: Establishes, maintains, and enhances positive work relationships with staff, faculty, and administrators.
- Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community Colleges. Actively organizes and/or participates in applicable workgroups, trainings, workshops, seminars, committees and professional associations or conferences to promote continuous learning.
- Other duties: Performs other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.
Qualifications
Compliance with all state, federal, and accreditation standards/requirement, as well as all MATC policies and procedures.
Required Education & Experience: Associate’s degree in business, human resources, accounting, or related field; Three (3) years of progressively responsible work experience in related field.
Preferred Education & Experience: Bachelor’s degree in business, human resources, accounting, or related field; Five (5) years of progressively responsible work experience in related field.
Knowledge, Skills & Abilities- Knowledge of payroll principles, practices, regulations, and procedures.
- Knowledge of deductions, pension plans, garnishments and accruals as they relate to payroll processing.
- Knowledge of information technology specific to payroll as well as how to successfully select and implement software related to the area.
- Ability to perform detailed mathematical computations.
- Ability to evaluate and analyze technical payroll activities, including complex pay issues and determine appropriate course of action
- Ability to independently investigate pay and related problems, solving problems within established parameters.
- Ability to provide exceptional internal customer service.
