Job Summary:
The Senior Compliance Specialist is responsible for monitoring all aspects of Dart Bank’s Mortgage Division’s compliance with federal and state regulations, ensuring that all loan origination, processing, and closing activities adhere to legal guidelines, by participating in regular audits and reviews, interpreting regulatory changes, and providing training to staff to maintain compliance standards across the organization. The Senior Compliance Specialist also assists in the banks Community Reinvestment Act program, Fair Lending monitoring, SAFE Act compliance and HMDA compliance.
Key responsibilities:
- Mortgage Regulatory Compliance:
Serve as subject matter expert to answer questions related to regulatory compliance including TRID, RESPA, ECOA, ATR/QM, HOEPA etc. Research and respond to questions, provide guidance, track historical questions to identify areas of training opportunities, and identify areas of weakness for enhancement opportunities.
- Fair Lending Compliance :
Assists in monitoring Fair Lending Compliance Program to ensure the Bank remains compliant with all Fair Lending laws and regulations. Assist with performing Fair Lending risk assessment, and monitors the Bank’s lending portfolios for disparate treatment.
- CRA Compliance:
Assists in reviewing, tracking and reporting all aspects of the Community Reinvestment Act Compliance Program. This position develops and implements programs to ensure the Bank meets the credit needs of the communities we serve and attains CRA compliance goals. Advises the AVP, Mortgage Division Compliance Manager of emerging CRA issues to ensure objectives are maintained. Assist with monitoring of and reporting on the bank’s CRA performance and compliance standing.
- Training and Education:
Assists in tracking, reviewing and responds to mortgage compliance help desk questions from staff on compliance regulations, policies, and best practices.
- Policy and Procedure Development and Implementation:
Tracks, reviews and maintains comprehensive compliance related policies and procedures.
- Compliance Audits and Reviews:
Assists in reviews of loan files, marketing materials, and internal processes to identify potential compliance issues and ensure adherence to regulations. Assists in ongoing monitoring, testing, and reporting on the company’s Compliance Program for the Retail and Wholesale Mortgage Divisions.
- Risk Assessment:
Identify and assess compliance risks within the division, conducting audits and reviews to ensure adherence to standards.
- Performs Investor Due Diligence for the Mortgage Division
- Adheres to all Federal and State laws and regulations, including the Bank Secrecy Act.
- Additional projects and duties as assigned.
Job Requirements:
- 6 years of previous mortgage compliance experience required.
- Comprehensive understanding of all mortgage lending rules and regulations, and the ability to interpret and communicate regulatory guidance.
- Strong verbal and written communication skills, with experience in interacting with Board members and Senior Leadership; ability to communicate effectively and project a professional image when giving and taking information in writing, in person and over the phone.
- Experience in developing, implementing, and evaluating compliance policies and programs, procedures, internal controls, and risk assessments.
- Strong project-management skills with a proven ability to coordinate across departments.
- Ability to take initiative and prioritize tasks; excellent time-management, problem-prevention, and problem-solving skills. Ability to thrive in a fast-paced environment.
- Proficiency in Microsoft Office applications and LOS systems such as Encompass/Mavent; experience working in Questsoft or other HMDA submission platforms; experience working with Fair Lending compliance analytics software.
- Marketing/social media compliance experience a plus.
- Experience with Wholesale Mortgage operations is a plus
