Description

Under general direction, to plan, organize, and supervise the work of legal clerical staff involved in preparing, examining, filing, recording or issuing of a wide variety of legal documents, requiring a broad knowledge of legal terminology, legal processes, and legal office support services.

Typical Tasks

  • Interviews, hires, supervises, trains, evaluates and disciplines staff who are engaged in preparing, examining, filing, recording, or issuing of a wide variety of documents pertaining to legal transactions or court processes; administers and resolves personnel matters;
  • Makes assignments, establishes work priorities, and may participate in the work of legal clerical staff;
  • Studies changes in laws affecting office practices, and develops and modifies policies and procedures governing the clerical operations of the office consistent with legal, court, and departmental requirements, implements procedural changes as required, and maintains procedure manuals;
  • Determines training needs and researches, develops and conducts training programs;
  • Answers inquiries regarding filing procedures required by civil, criminal, juvenile, family or probate statutes and by local court rules;
  • Answers technical questions pertaining to recording of documents, court-related filing requirements, court calendaring, or other court proceedings;
  • Examines case files and other documents for accuracy, format, content, and completeness;
  • Trains and supervises staff in the maintenance of automated and manual data systems containing varied confidential law enforcement and criminal justice information;
  • Participates in studies relating to programs and needs of the department;
  • Reviews, analyzes and makes recommendations on existing or proposed policies, procedures, systems, personnel and other administrative activities;
  • Acts as liaison between the criminal justice system offices and the Courts and various law enforcement agencies;
  • Assists as back-up to legal secretarial and clerical staff in direct support to County attorneys;
  • Distributes weekly court appearance calendar to attorneys and staff;
  • Compiles and prepares statistical reports; composes correspondence and memos;
  • May supervise the preparation of a court calendar;
  • May testify in court regarding current or adjudicated criminal cases;
  • May identify and resolve automated system performance problems under the direction of systems professionals;
  • May take and transcribe legal dictation;
  • May be assigned as a Disaster Service Worker, as required;
  • Performs related work as required.

Employment Standards

Sufficient training and experience to demonstrate the ability to perform the above tasks and the attainment of the knowledge and abilities listed below.

Training and Experience Note: The knowledge and abilities are acquired through training and experience equivalent to graduation from high school


AND

Four (4) years of clerical experience, at least two (2) years of which were in a legal setting
AND

One (1) year of lead or supervisory experience.

Special Requirements:
  • The ability to pass a background check.
Desirable Qualifications:
  • Completion of Peace Officer Standards & Training (POST) Records Class
  • Completion of POST Supervisory Records Class
  • Possession of Department of Justice Telecommunications Certification
  • Completion of Department of Justice "Train the Trainer" Class
  • Completion of a Legal Secretary Training/Certification Program

Knowledge of:
  • Law office work, legal process forms, procedures, and terminology;
  • Principles and techniques of supervision and training;
  • Personnel practices and procedures;
  • Basic principles of office organization and administration;
  • Calendar and Court filing procedures, terminology and functions;
  • Functions and operating procedures of the California Judicial System;
  • Civil, criminal, juvenile, and other statutes pertaining to court procedures and the filing of a wide variety of legal documents and transactions;
  • Functions, operating procedures and relationships of the criminal justice system such as, Superior Court, California Judicial System, law enforcement agencies, the Probation Department, District Attorney and Public Defender;
  • Legal support services in a civil governmental law office, or with civil litigation, transactional, and advisory work in support of public entities;
  • Legal case management and billing system;
  • Principles of effective communication skills;
  • Project management skills;
  • Computer system applications and database operation and application.

  • Prioritize, plan, organize, direct, and assign work;
  • Supervise, train, evaluate, and discipline staff;
  • Review and examine a wide variety of legal documents for accuracy and compliance with legal procedures and formats;
  • Interpret and apply specific procedural laws, rules, and policies;
  • Prepare legal documents and statistical reports;
  • Establish and maintain effective working relationships;
  • Work well under pressure and ensure that Court deadlines are met;
  • Type with speed and accuracy.
