General Description:

The purpose of this class within the organization is to perform para-professional engineering work in the review and inspection of City plans and installations and perform professional planning and development work to assist in the development and implementation of the City's development programs. This class works independently, under limited supervision, reporting major activities through periodic meetings and reports.

Minimum Education and Experience Requirements:

Requires an Bachelor’s Degree in engineering, construction management, or hard sciences such as engineering, chemistry, geology, biology, mathematics, or physics; or a Master's degree in Liberal Arts or Business. Requires two to four years of experience in water/sewer engineering field. The equivalent combination of education and related work experience may be considered.

Special Certifications and Licenses:

Requires SCDHEC CEPSCI - South Carolina Certified Erosion Prevention and Sediment Control Inspector. Valid Driver’s License. It is desirable but not required to have or acquire South Carolina Environmental Licenses in Water Distribution, Water Treatment, and/or Biological Wastewater Operator.

Desirable Knowledge, Skills, and Abilities:

  • Knowledge in the areas of water/sewer construction, municipal public utilities services, roadway infrastructure and methods of operation, general construction, zoning, etc.
  • Knowledge of and skill in using project management software, scheduling software, as well as GIS software.
  • Knowledge of applicable occupational hazards and safety precautions.
  • Knowledge and skill in the use of computers for word processing, data processing, and records management. Knowledge of and skill in using Microsoft Office Software.
  • Ability to review engineering drawings, and specifications, ensuring compliance with all applicable standards, codes, regulations, policies, and procedures.
  • Ability to assemble and analyze information and make written reports and records in a concise, clear, and effective manner.
  • Ability to work effectively despite occasional exposure to heat/cold, odors, smoke, noise, wetness, humidity, construction hazards, dusts, vibrations, etc.
  • Ability to plan, organize, and prioritize daily assignments and work activities.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
  • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
  • Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions:

  1. Assists with reviewing civil plans for completeness, City standards, other agency requirements, etc. and contacts engineer for any further information needed.
  2. Provides professional direction and guidance in the construction and commissioning utilities projects. Oversees and coordinates the work of contractors.
  3. Prepares and revises chemical, material, and service contract specifications, reviews bids, recommends awarding of contracts, and acts as project manager representative of contracts.
  4. Manages the water and wastewater project and capital improvement plans and budget, as they pertain to the water and wastewater treatment, distribution, and collection infrastructure.
  5. Assists with design consultant selection process. Coordinates project plan approvals; ensures all required local/state/federal agency permits are received, all city required agreements are executed, and coordinates on-site inspection with appropriate agencies.
  6. Manages water and sewer utilities projects, including water and wastewater treatment facilities (facility upgrades, expansions and new construction), water lines, sewer lines, sewer pumping stations and associated facilities.
  7. Coordinates and officiates required pre-construction meetings with design professionals, contractors and project owners once all project approvals have been acquired.
  8. Creates specification and cost estimates for public water and sewer utilities facilities.
  9. Provides technical assistance and information to other City divisions/departments, developers, contractors, engineers, and other interested parties regarding utility construction and installations.
  10. Represents the department at public meetings and conferences to provide information and resolve problems.
  11. Receives and reviews various records and reports including maps, photographs, etc.
  12. Assists in preparation of annual reports, plans and specifications, right-of-way documents, and various other records, reports, memos, and correspondence.
  13. Prepare and coordinate communications with property owners and various stakeholders regarding property acquisition and construction issues.
  14. Construction observation of water and wastewater treatment projects and water distribution and wastewater collection projects.
  15. Inspects all aspects of infrastructure installations in new and existing developments for compliance with applicable regulations, plans, specifications for quality and safety.
  16. Reviews plans prior to attending pre-construction meetings; performs routine survey work as required. Assists crews with plan reading and site surveying during construction.
  17. GIS data management: creates, edits, and manages geospatial data.
  18. Use various GIS geoprocessing tools to perform analytics.
  19. Develops and maintains the department monthly and annual reports to other departments, SCDHEC, SCDOT, and other agencies.
  20. Coordinates 811 locates and directs locator as necessary.
  21. Receives and responds to public inquiries, requests for assistance and complaints.
  22. Performs additional duties and responsibilities to meet organizational needs.

Additional Duties:

  • Coordinates project construction by scheduling work, identifying and developing solutions to conflicts with crew supervisor, project managers, other City departments, utility companies, County and State officials, businesses, and customers.
  • Creates documents such as estimates, invoices, utility agreements, encroachment permits, no cost letters, locate request, lighting leases, right-of-way documents, packages for Federally funded projects, and reimbursement packages.
  • Coordinates SCDOT work requests.
  • Performs related work as assigned.
