General Description:

The purpose of this job within the organization is to manage a rental registration and inspection program and a demolition ordinance. This job works independently, under limited supervision, reporting major activities to the Building Official.

Minimum Education and Experience Requirements:

Requires an associate’s degree in business, construction management, project management or public administration and four years of supervisory experience in building inspections, project or code enforcement, construction, or property management field. Bachelor’s degree in business, construction management, project management or public administration preferred. An equivalent combination of education, training, and experience will be considered.

Special Certifications and Licenses:

A Valid Driver’s License. Housing Inspector Certification within ninety (90) days of hire. Residential Building Inspector by ICC

Desirable Knowledge, Skills, and Abilities:

  • Extensive knowledge of the International Property Maintenance Code and the Municipal Code of the City of Rock Hill, SC.
  • Knowledge of proper English, grammar, and punctuation.
  • Considerable skill in public speaking and meeting facilitation.
  • Ability to develop and/or comprehend complex documents, including, but not limited to, budgets, grant guidelines, and restrictive covenants.
  • Ability to plan and develop short- and long-range goals to meet organizational needs.
  • Ability to enforce necessary regulations with firmness, diplomacy, and tact.
  • Ability to operate a variety of computer programs with proficiency, including, but not limited to, Microsoft Word, Excel, PowerPoint, and Outlook.
  • Ability to work with diverse groups of people to bring about effective collaboration.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
  • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
  • Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions:

  1. Supervises the City’s rental housing registration and inspection program.
  2. Coordinates with staff, landlords, tenants, and other internal departments to prevent dwellings that are not safe and habitable from being occupied.
  3. Inspects rental units for life-safety issues and performs property maintenance inspections in areas including electrical, plumbing, mechanical, and building; trains property maintenance inspectors to do the same. When necessary, issues courtesy letters and notices of violations to property owners.
  4. Reviews the program’s data and provides monthly reports to City Management.
  5. Serves as the demolition/sub-standard structure coordinator. Through inspections and other assessments, determines the qualification of structures for demolition under City ordinances.; Collects data from GIS and tax sites to determine property values, ownership, and other components necessary for demolition contracts; orders title searches for involuntary demolition process.
  6. Takes involuntary demolition requests to City Council for consideration of approval. Prior to the demolition of any structure under this program, ensures that all utilities have been disconnected; where applicable, ensures that asbestos is removed properly per State law. Coordinates with other departments and private contractors to complete the demolition work and properly dispose of the material.
  7. Oversees the budget of the Rental Inspections/Demolition Division.
  8. Evaluates current, state, and local codes and ordinances for changes and maintains the division’s training records to ensure all continuing education units are completed in a timely manner to maintain certification status.
  9. Achieves specific and measurable performance output consistent with the City’s Strategic Goals.
  10. Performs all other duties as may be required to meet organizational needs.

Additional Duties:

  • Assists Neighborhood Services property maintenance inspectors with tracking their State-required certifications and continuing education requirements each year.
  • Performs administrative tasks which includes responding to emails, returning calls, and responding to customers who request to speak to a supervisor.
  • Attends meetings when required to address concerns with customers or internal staff.
  • Works on projects, appeals, research or any other directives.
  • Performs related work as assigned.
