General Description:
The purpose of this class within the organization is to manage recreation programming and facilities in the City of Rock Hill. This class works under general supervision according to some procedures but decides how or when to complete tasks.

Minimum Education and Experience Requirements:
Requires a Bachelor's Degree in business, sports, and recreation or a related field. Requires a minimum of one to two years of responsible recreation programming and instruction experience, facilities management, or closely related experience. The equivalent combination of education, training, and related work experience may be considered.

Special Certifications and Licenses:
Valid Driver’s License. Ability to receive certification in First Aid/CPR/AED within six months of employment.

Desirable Knowledge, Skills, and Abilities:

  • Thorough knowledge as it relates to areas of programming, event planning, marketing, community relations, and administration.
  • Knowledge of the principles of supervision, organization, and administration.
  • Knowledge of modern office practices and technology; knowledge of proper English usage, vocabulary, spelling, and basic mathematics.
  • Ability to work nights and weekends.
  • Ability to assign, direct, and supervise the work of subordinate recreation personnel.
  • Ability to assist with custodial duties, athletic field/program preparations, and maintenance needs.
  • Ability to react calmly and quickly in emergencies.
  • Ability to prepare required reports accurately and promptly.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
  • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
  • Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions:
  • Supervises the daily operation and maintenance of an assigned facility to ensure compliance with all applicable policies, procedures, regulations, and standards of quality and safety.
  • Coordinates and facilitates activities and programs with other City divisions, departments, and other entities as appropriate.
  • Supervises and reviews the work of subordinate staff for completeness and accuracy, including but not limited to assigning, reviewing, and planning work of staff, coordinating activities and appraising work of staff, and making recommendations as appropriate.
  • Plans, develops, promotes, supervises, and/or conducts recreation programs; serves as program facilitator or instructor as appropriate; plans programs for children and adults; registers participants for programs.
  • Conducts supervisory staff meetings.
  • Coordinates volunteers and advisory committee members related to programs and special events.
  • Assists in developing programming, partnerships, special events, and community outreach opportunities.
  • Assist in preparing the division's annual budget requests.
  • Manages operations of programs as it pertains to planning, coordination, scheduling, customer service, safety, as well post-program evaluations, and financial reports.
  • Reviews, updates, and prepares records and reports, including but not limited to timecards, cash reports, maintenance, and inspection reports, accident reports, program proposals, goals and objectives, and monthly reports.
  • Assists with developing relationships with schools, clubs, organizations, and event rights holders.
  • Provides assistance and support to concessions, admissions, weekend call schedules, and special events.
  • Assists in hosting regional, national, and international events.
  • Makes recommendations on equipment needs, facility improvements, and maintenance.
  • Facilitates and conducts quarterly Advisory Committee meetings by preparing agendas and distributing minutes and other pertinent information to committee members
  • Manages opening and closing of facilities.
  • Compiles daily, weekly, monthly, and annual membership, usage, and financial reports.
  • Performs all other duties as may be assigned to meet organizational needs.
