POSITION PURPOSE AND OBJECTIVES
The GIS Division Manager is a management position working under the direction of the Public Services Director. This position is responsible for the planning, organizing, and scheduling of work assignments related to the daily operations and coordination of the GIS Division in their respective areas of responsibility.
ESSENTIAL DUTIES AND FUNCTIONS:
Manages a workforce of technical GIS Division personnel and the City s Geographical Information Systems (GIS). Ensuring quality control and standardization of GIS data. Responsible for hiring, training, evaluating, and disciplining Division employees. Receives, investigates, and resolves personnel problems.
Directly oversees the GIS Administrator, GIS Analysts, GIS Technician, and GIS Interns.
Works in close coordination with the GIS Administrator and Information Technology staff to ensure service designs and service delivery are in alignment with established service architectures, within established security frameworks, and within defined standards and best practices.
Assists all City Departments and Divisions including Streets, Water, Storm Water, Water Reclamation, Traffic Operations, Parks and Recreation, Community Development, Police, and Fire with GIS needs in their respective areas, while also assisting with the development of successful asset management strategies, as well as any additional GIS related needs identified throughout the City, including providing functional support for programs that rely on GIS integration.
Schedules regular group meetings with the GIS Division for training, standards discussions, coordination of GIS efforts, and feedback. As well as regular coordination meetings with Information Technology staff.
Assists in the preparation and administration of the Division budget. Oversees the Division s operational accounts and keeps it within budget.
Provides information and responds to complaints and inquiries from the public. Deals appropriately with people in situations that may, at times, become confrontational, stressful, or uncomfortable. Identifies and resolves problems dealing with street and sidewalk issues. Oversees, directs, and manages the Division s 311/Orem Help Center responsibilities.
Oversees the Division s equipment. Recommends, evaluates, and purchases new equipment to stay current and establish safer work environments. Writes specifications for purchasing equipment, tools, vehicles, and supplies. Inspects equipment and recommends repairs and maintenance. Trains other employees on how to safely maintain and efficiently operate City equipment in the Division.
Oversees the Division s safety and employee recognition program. Conducts and attends training and meetings. Keeps and maintains records, and prepares and submits reports orally or in writing.
Operates a computer and/or tablet and its various programs for record-keeping, report writing, creating purchase orders, and ordering supplies and materials. Required to understand and use basic functions of GIS, Elements (Novotx), and video capturing and editing applications. Will assist in collecting and working with GIS/GPS data utilizing computers and GPS survey equipment.
Performs duties that may include light physical effort such as lifting, bending, stooping, walking, and prolonged sitting at a desk or computer terminal.
Deals appropriately with people in situations that may, at times, become confrontational, stressful, or uncomfortable.
Work may require exposure to stressful circumstances, including the meeting of deadlines, other stressful work conditions, and contact with the public or other employees in negative situations.
Manages numerous tasks and assignments at a time with frequent interruptions.
Must work the days and hours necessary to perform responsibilities. Must be available to respond to calls as needed after regular working hours.
Performs other duties as assigned.
Qualifications
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of the proper use of equipment, tools, techniques, and materials used by Division personnel.
Certified and trained in the following National Incident Management System (NIMS) courses: ICS-100, ICS-200, ICS-300, ICS-400, IS-700, IS-800, and IS-2200.
Must possess appropriate certifications in accordance with City and State policy.
Must possess knowledge of safe work practices and promote safety at all times.
Ability to organize, plan, direct, and coordinate personnel with appropriate equipment and materials to complete a wide variety of GIS activities.
Skill in interpersonal relations, oral, and written communications to deal effectively with direct staff, the public, and other employees.
Skill in the operation of a computer and its various programs.
Ability to manage, lead, and work as part of a team.
Ability to complete projects within established budgets and deadlines.
Ability to analyze problems, assess possible options, and respond accordingly.
Considerable knowledge of GIS and asset management for all City Departments & Public Works Divisions. Ability to gather, utilize, and analyze GIS data.
Requires a bachelor s degree with major course work in Geographic Information Systems (GIS), Geography, or related field and four years of experience in a GIS related field, with at least three years of experience in a supervisory capacity. Equivalent experience and training may be substituted for education.
Must possess and maintain a valid Utah driver license. Will observe all traffic regulations, follow City policy, and be a safe, courteous, and responsible driver while operating City vehicles. Must wear a seatbelt and make certain that other passengers are in seatbelts when a vehicle is in operation.
PROBLEM SOLVING
Resolves a variety of problems dealing with the administration of the GIS Division including daily operations of GIS infrastructure, prioritizes support to end users of GIS data city wide, and uses wide discretion in identifying and resolving problems. Works closely with the Public Services Director, Information Technology Division, and all Public Works Division Managers, other City employees, and the public.
ACCOUNTABILITY:
Responsible for efficient administration and operation of the GIS and asset management programs, and for maintaining a safe working environment. Assists in the preparation and administration of the Division budget. Responsible for the supervision of full-time and part-time employees. Ensuring future growth and innovation within the GIS Division by prioritizing training for GIS personnel and end users.
