Job Title: Terminal Agency Coordinator

Location: Mulberry, GA

Department: Marshals

Direct Supervisor: Senior Deputy Marshal Supervisor

Employment Type: Full-Time

Position Purpose:

The Terminal Agency Coordinator, commonly known as the TAC, is a non-sworn civilian position responsible for administering and coordinating the agency's access to and use of GCIC, NCIC, CJIS, and other authorized criminal-justice information systems. The TAC serves as the primary agency point of contact for matters involving system access, user compliance, training, records validation, security, audits, system discipline, and communications with GCIC, the Georgia Bureau of Investigation, NCIC, CJIS partners, and other authorized entities.

Under the direction of the Senior Deputy Marshal Supervisor, the TAC ensures that agency personnel use criminal-justice information lawfully, accurately, securely, and only for authorized criminal-justice purposes. The TAC works closely with command staff, Records personnel, Technical Services, the designated Local Agency Security Officer, supervisors, and authorized system users to protect Criminal Justice Information and maintain compliance with applicable law, policy, user agreements, and operating procedures.

Transitional Classification

While the City operates a Marshal's Office, the Terminal Agency Coordinator serves within Support Services and supports the agency's authorized criminal-justice information systems. Upon establishment of a full-service police department, the City may maintain or redesignate the position. The TAC's GCIC, NCIC, CJIS, records, training, security, and compliance responsibilities remain applicable unless revised by the City or controlling authorities.

Essential Functions

· TAC administration and liaison. Serve as the agency's designated Terminal Agency Coordinator and principal point of contact with GCIC, NCIC, CJIS, the Georgia Bureau of Investigation, authorized system providers, and other criminal-justice partners on matters involving system access, policy, training, compliance, records, audits, and operational concerns. Receive, evaluate, distribute, and maintain current notices, policy updates, training bulletins, technical guidance, user manuals, and other information related to GCIC, NCIC, CJIS, and associated systems. Keep command staff and affected personnel informed of significant changes, risks, deficiencies, and compliance requirements.

· System access and user administration. Coordinate authorized user access, account activation, deactivation, modification, credentialing, records, and related documentation. Ensure users meet applicable background, approval, training, certification, confidentiality, and security requirements before access is granted or continued.

· Policy compliance and system discipline. Administer and monitor compliance with applicable GCIC, NCIC, CJIS, Nlets, City, and agency policies, operating procedures, user agreements, security requirements, and dissemination restrictions. Address system-discipline concerns through training, corrective action, supervisory notification, and other approved processes.

· Training, testing, and certification. Coordinate required initial and recurring training, testing, certification, recertification, security-awareness instruction, and documentation for authorized system users. Maintain accurate training and certification records and promptly notify supervisors of expired, pending, deficient, or noncompliant user requirements.

· Records validation and quality control. Coordinate and document required validations, confirmations, updates, modifications, cancellations, and quality-control reviews for records entered, maintained, or accessed by the agency. Ensure records are timely, complete, accurate, current, and supported by appropriate source documentation.

· Audit readiness and compliance reviews. Prepare for and assist with GCIC, NCIC, CJIS, City, and agency audits, inspections, reviews, and accreditation-related assessments. Maintain required files, logs, training records, validation documentation, access records, policy acknowledgments, corrective-action records, and other compliance materials.

· Criminal Justice Information security. Coordinate with the designated Local Agency Security Officer, Technical Services, Records personnel, and command staff to safeguard Criminal Justice Information. Monitor compliance with approved access controls, physical security, device security, password and authentication requirements, incident reporting, information security, and authorized-use standards.

· Dissemination, privacy, and confidentiality. Ensure that criminal-justice information, criminal history record information, and related records are accessed, used, retained, transmitted, and disseminated only for authorized purposes and to individuals with a lawful and operational need to know. Protect sensitive information from unauthorized access, disclosure, misuse, alteration, or loss.

· Operational support and record-entry oversight. Provide guidance and support to authorized users regarding queries, entries, modifications, hit confirmations, wants, warrants, missing persons, protective orders, stolen-property records, notifications, and other authorized transactions. Ensure users follow applicable procedures and promptly elevate questions, discrepancies, or high-risk issues.

· Misuse and incident reporting. Identify, document, and promptly report actual or suspected misuse, security incidents, unauthorized access, data integrity concerns, policy violations, system failures, or other compliance issues through approved supervisory, City, GCIC, CJIS, and law-enforcement channels.

· Other duties. Perform other related duties as assigned by the Deputy Chief Marshal / Major of Support Services, Assistant Chief Marshal / Assistant Chief of Police, or Chief Marshal / Chief of Police.

Minimum Qualifications

· Experience and records preparation. Demonstrated experience or ability in law-enforcement records, public-safety communications, criminal-justice information systems, data entry, records management, compliance, information security, or a related administrative or technical field.

· Required training and certification. Possess or obtain and maintain all GCIC, NCIC, CJIS, security-awareness, and other training or certification requirements required by applicable policy and the City.

· Licensure. Possess and maintain a valid driver's license and remain insurable under the City's vehicle-use standards.
