Summary

About our opportunity:
The City of Asheville is seeking qualified applicants for the position of Construction Inspector in the Public Works
department. The purpose of this classification is to inspect in-house or contracted projects for an assigned department
or division to ensure compliance with construction plans, applicable local, state, and federal ordinances, and contract
specifications.

Distinguishing Characteristics:
This is the second level in the Construction Inspector series. This classification is distinguished from lower levels in
this job family by increasing degrees of scope, independence, responsibility, decision-making, as well as possessing
an Associate degree and having two years of construction inspection experience.

Essential Duties and Responsibilities

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude
them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties
may be required and assigned.

Conducts inspections and project oversight for a broad range of construction and maintenance projects for an
assigned functional area, which may include water and wastewater infrastructure, land development, roads,
drainage, equipment installation, and other structures and installations.

Coordinates and oversees contractors and City staff engaged in construction and maintenance projects on behalf of
the City: conducts meetings; schedules and coordinates inspections and meetings with City departments and other
state and federal agencies; anticipates, prioritizes, and times inspections to minimize interference with project
progress; provides guidance in unique construction situations; and negotiates and resolves discrepancies.

Coordinates pre-construction activities and meetings: performs initial site assessments; evaluates constructability;
ensures rights-of-way, easements, and permits are secured; researches utility locations, staging, and other
conditions; anticipates constraints and technical challenges likely to impact projects; and notifies homeowners,
business owners, transit authorities, public safety departments, and others of upcoming road and lane closures.

Inspects construction and maintenance projects for compliance with approved plans, contract specifications, safety,
and quality of materials and workmanship: visits project sites; assesses site conditions; takes photographs; takes
samples as needed for testing; verifies that material quantities match contracts and invoicing; makes field
adjustments, as necessary; and prepares, updates, and submits project progress reports to appropriate staff.

Investigates and responds to citizen complaints: explains projects, policies, and procedures; identifies and assesses
problems; determines appropriate remedies; and issues stop work orders or schedules work as needed.

Coordinates post-construction activities and meetings: conducts post-construction walk thru at site; prepares
as-built plans; conducts warranty inspections to ensure ongoing compliance with specifications; and reports
failures, issues, and problems to contractor for remediation.

Performs related administrative duties: updates project schedules and monitors progress of project in meeting
established schedule; processes pay applications; reviews project progress reports submitted by contractors; and
prepares and maintains inspection reports, budget reports, and related documentation for audit purposes.

Investigates and responds to citizen complaints: explains projects, policies, and procedures; identifies and assesses
problems; determines appropriate remedies; and issues stop work orders or schedules work as needed.

Operates and maintains a variety of equipment and tools to complete essential functions, such as vehicle, nuclear
and non-nuclear density gauges, GPS, smart level, thermometer, measuring devices, gas monitor, etc.

Communicates with supervisor, other City employees, contractors, the public, outside agencies and organizations,
and other individuals as needed to coordinate work activities, review status of work, exchange information, or
resolve problems.

Processes a variety of documentation associated with department/division operations, within designated
timeframes and per established procedures: receives, reviews, prepares, completes, processes, forwards or retains
as appropriate various forms, reports, correspondence, pay applications, tax forms, easements, change orders,
timesheets, testing reports, daily reports, progress reports, and other documentation; compiles data for further
processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet,
database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to
complete essential functions.

Additional Functions:
Performs other related duties as required.

Education and Experience

Minimum Qualifications:

Associate degree in Construction Management, Construction Technology, or a related field required; supplemented
by two years of experience in construction inspection and contract compliance; or any equivalent combination of
education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid North Carolina driver’s license.
Depending on area of assignment, may be required to possess and maintain the following additional certifications
or licensures: American Public Works Association Construction Inspector, Notary Public, American Concrete
Institute Field Concrete Testing, Best Management Practice Inspector, Municipal Separate Storm Sewer System
(MS4) Certification, or other certifications and licensures.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential
functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary
to function effectively in the position.

exercising discretion in determining data classification, and in referencing such analysis to established standards for
the purpose of recognizing actual or probable interactive effects and relationships.

others to coordinate programs or activities of a project, and resolve typical problems associated with the
responsibilities of the job.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control
the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and
information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability
to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may
include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes,
weights, and measures.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions
furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or
modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving
evaluation of information against measurable or verifiable criteria.
