Job Title: Senior Program Manager, Diversion Initiatives

Job Summary:

The mission of the Center for Alternative Sentencing and Employment Services (CASES) is to increase public safety through innovative services that reduce crime and incarceration, improve behavioral health, promote recovery and rehabilitation, and create opportunities for success in the community. In a joint effort to accomplish this mission, CASES & the NYC Mayor’s Office of Criminal Justice (MOCJ) are seeking a highly motivated, detail-oriented Senior Program Manager with excellent communication and analytical skills. Under the supervision of the Executive Director of Diversion and Transition Initiatives at MOCJ, the Senior Program Manager will aid MOCJ in the development, implementation, and oversight of a diverse portfolio of pretrial and diversion programs aimed at safely reducing the jail population and providing necessary supports to prevent future involvement in the criminal justice system.

Salary: The salary range for the role is $88,000.00-94,000.00 per year. Commensurate with experience within the range above.

Shift Hours: This position is full-time Monday through Friday from 9:00am to 5:00pm with options for limited flexible hours.

Location Address: 1 Centre Street, Room 1012, New York, NY 10007. The worksite is easily accessible by public transit.

Workplace Flexibility: As required by MOCJ. Travel required. 

What You Will Be Doing:

  • Managing pretrial and alternative to incarceration programs, including the continuous management of and coordination among non-profit provider organizations, system stakeholders, and other city agencies to ensure smooth operation of programs.
  • Cultivating and maintaining excellent relationships with stakeholders from City and State government agencies, non-profit organizations, prosecutors, defense attorneys, judges, and directly impacted individuals and communities.
  • Facilitating meetings with diverse stakeholders to continually improve and enhance programs.
  • Work with MOCJ in developing quantitative and qualitative performance metrics for effective program oversight, quality assurance, policy decisions, and internal and external communications.
  • Work with MOCJ’s Policy and Justice Operations Department, and under the direction of the ED of Diversion and Transition Initiatives, assist in developing and implementing new interventions to address unmet diversion needs of people with open criminal legal system cases.
  • Implementing along with MOCJ Research, quantitative and qualitative data reporting templates track program outcomes.
  • Implementing data practices with service provider organizations including reviewing program data on an ongoing basis and reporting on progress and outcomes.
  • Managing communications and administrative support as needed, including but not limited to preparation of meeting materials, responding to stakeholder inquiries, scheduling meetings, site visits and other duties as assigned.


What We Are Looking For:

  • A BA in relevant field required with a Master’s Degree preferred, plus minimum four years (or minimum 3 years with city government or 2 with MOCJ) of full-time professional experience in criminal justice, social services, or a related field;
  • Experience working in the courts and/or diversion programs strongly preferred.
  • A thorough knowledge of the criminal justice system in in New York City including its operations and actors.
  • Demonstrated operational leadership and success designing and implementing innovative criminal justice programs.
  • Demonstrated project management and problem-solving skills, with ability to design and implement large-scale, long-term strategic plans.
  • Ability to provide thought leadership on areas of emerging concern, informed by knowledge of the day-to-day operations of criminal justice processes and the criminal justice system in New York City.
  • Proven ability to establish and maintain effective working relationships.
  • Excellent organizational, time-management, and multi-tasking skills, including the ability to take initiative, problem solve, prioritize, work independently and as part of a team in a fast-paced environment;
  • Ability to pay close attention to detail, meet deadlines, work well under pressure, and use good judgment; and
  • Robust oral and written communication skills, including the ability to synthesize information quickly and frame policy issues and data in a clear and accessible way.


Preferred Skills:

  • Familiarity with statistical methodologies
  • Self-starter with strong initiative and sound judgment, who can work both independently and in a cross-disciplinary team environment.
