Position Summary:

 

The Chief Program Officer (CPO) is a key member of the executive leadership team, responsible for the strategic leadership, management and coordination of all programmatic activities and related supporting services. The CPO is also responsible for ensuring cross-coordination between programs and other departments.  The CPO will lead the development and implementation of innovative programs and services that align with the organization's mission and core values.

Job Responsibilities

 

  • Provide strategic leadership and direction for all current programmatic activities in alignment with the organization's mission, vision, and core values.
  • Ensure that all program activities operate consistently and ethically within the values of person-centered approach.
  • Support the development and implementation of new, innovative programs, and services tailored to the needs of individuals with diverse abilities and their families. This will be achieved through collaboration, stakeholder engagement, and strategic alliances.
  • Lead the development and execution of a comprehensive program strategy that supports organizational goals and objectives.
  • Oversee program evaluation and performance measurement to ensure effectiveness, efficiency, and quality of services.
  • Collaborate with other members of the executive leadership team to integrate programmatic initiatives with overall organizational strategy.
  • Collaborate with the CHRO to cultivate a culture of continuous learning and exceptional service.
  • Provide supervision, support, and professional development opportunities to program staff, ensuring the delivery of high-quality services.
  • Develop, update, and enforce program policies and procedures to align with legal requirements.
  • Foster a culture of continuous improvement within the program department, focusing on systems/process improvement and identifying and driving areas for growth and implementing best practices.
  • Partner with the President & CEO to represent, establish and maintain partnerships with community organizations, government agencies, and other stakeholders to enhance program impact and reach.
  • Ensure compliance with all relevant regulations, standards, and funding requirements (DDA, DHS, and others) and stay informed about changes that impact program services.
  • Act as the primary liaison between all program regulatory agencies (MDH, DDA and others).
  • Working closely with the CFO and the finance department, develop and manage program budgets, monitoring expenses, reporting accurately on progress made, challenges encountered and ensuring financial sustainability.
  • Provide leadership and input for all strategic planning processes.
  • Conduct research, prepare reports and presentations for the President & CEO, Board of Directors, and other stakeholders as required.
  • Represent the organization at meetings, conferences, and events related to programmatic initiatives.
  • Lead and participate in committees and workgroups focused on program development, quality improvement, and community engagement.
  • Collaborate with senior management on organizational planning to address job design and succession planning.
  • Collaborate with the chair to take charge of and actively participate in various internal committees as required, such as the Family Advisory Committee and external committees such as MACS and/or Arc Maryland. 
  • Lead the Strategic Plan initiatives as they relate to the organization’s programs.

 

 

 

Qualifications:

Education, Training and Experience:

  • Bachelor's degree required, preferably in Social Work, Human Services, Psychology, or related field; Master's degree preferred.
  • At least ten (10) years of progressively responsible experience in program management, including a minimum of five (5) years in a senior leadership role with supervisory responsibility.
  • Ability to work autonomously, in ambiguous situations with little direction, addressing problems without being asked, solution oriented.
  • Strong understanding of disability services, including best practices, regulations, and funding streams.
  • Experience with program development, evaluation, and quality improvement processes.
  • Excellent leadership, communication, and interpersonal skills.
  • Exceptional critical and strategic thinking skills; adept at looking at challenges and executing multi-pronged solutions in collaboration with others in a fast paced, growth-oriented environment.
  • Experience in planning and executing high-stakes meetings and ability to remain flexible, calm under pressure and adaptive to change.
  • Demonstrated ability to build and maintain effective partnerships with diverse stakeholders to align work, solve problems and achieve goals.
  • Excellent oral and written communications; strong interpersonal skills with the ability to manage positive communication in difficult situations and the ability to provide feedback with compassionate candor.
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, and Outlook).

Job Type: Full-time

Pay Range: $150,000-$190,000

This position is based on site in Belcamp/Aberdeen

 It is not a remote eligible position and relocation assistance will not be offered.
