What are the responsibilities and job description for the Human Resources Generalist position at The Arc - Jefferson & St. Lawrence?
Position Type/Expected Hours of Work – 40 hours per week, flexible to the needs of the agency; generally, Monday to Friday 7:30am to 4:00pm, covers St. Lawrence County, based in Canton, NY and Jefferson County based in Watertown, NY.
Qualifications – Bachelor’s Degree with 1-2 years’ experience or an Associate’s Degree with 2-4 years’ experience or High School Diploma with 3-5 years’ experience in Human Resource Management, Organizational Development, Business Administration, Communications or related field required. Two (2) to Three (3) years related experience preferred; working in a role providing coaching, training and support to management, and ability to learn NYS and Federal laws related to employment.
Work Authorization/Security Clearance – Authorized to work in the United States and pass all background clearances.
Summary/Objective – To assist in all functions of the Human Resource Department with regard to Employee Relations and HRIS system management for the full life cycle of the employee.

1. Provide support and training to managers on various topics as needed or requested.
2. Assist management and other leadership positions with employee relations issues to include corrective actions reviews, and up to terminations; HR investigations, and remediation.
3. Contacting those selected, tracking and monitoring random drug testing process in conjunction with the vendor as well as monitoring the new hire process.
4. Assist in the interview process as needed or requested for various departments.
5. Represent HR during the employee orientation process when onboarding new hires, as needed.
6. Assist with area job fairs or recruitment events when necessary.
7. Process workflows for employees in assigned areas.
8. Attend staff meetings for assigned areas.
9. Maintain and track agency conflict of interest process to include participation on the Corporate Compliance Committee.
10. Responsible for maintaining accurate performance evaluation records.
11. Assist the Benefit Specialist with benefit open enrollment process.
12. Tracking new hire sign on bonus eligibility and payment, as well as employee referral payments and providing information biweekly to accounting.
13. Review and sign off on all new hire packets for accuracy.
14. Review deferrals and loan entries for accuracy.
15. Process internal bid requests and transfers.
16. Accurately track key HR metrics for assigned areas including turnover, hires, and work injuries.
17. Assist with the processing of data for the agency Affirmative Action Plan, Vets 4212, EEO reporting and any other survey data requested.
18. Conduct Exit Interviews whenever possible with employees leaving employment and prepare separation letters.
19. Participate in any Unemployment Insurance processes related to separated employees and/or assist in any agency litigation that may arise related to employees under areas assigned.
20. Maintain up-to-date procedures for all specific duties.
21. Responsible for being cross trained with Human Resource Specialists.
22. Responsible for assisting in the maintenance of confidential personnel files.

Travel - Travel between all assigned sites as needed. Travel between counties is required. Travel to conferences or trainings as assigned.
Work Environment - This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
