The Air Force Civilian Service (AFCS) is seeking a General Engineer, (GS-0801-12) at the 316th Civil Engineer Squadron (CES), Engineering Flight, Joint Base Andrews, MD. Join our engineering team as a General Engineer Project Manager supporting major construction and infrastructure upgrades. You'll lead design reviews, manage complex projects, coordinate with contractors and mission partners, and shape long-term facility improvements across a high visibility installation. This role blends hands-on engineering, project planning, and collaboration to deliver safe, efficient, and mission ready facilities for the Air Force.
SALARY RANGE: $102,415 - $133,142

Qualifications/Requirements: To serve as a professional general engineer, performing design, project programming, construction management/monitoring duties and improvement projects of real property facilities and infrastructure, including utility systems in support of a military installation.
Skills should include 3 years experience. Project management; design review; cost estimating; construction oversight; MILCON/SRM programming; SMS/AMP planning; CADD/GIS/BIM; contract development; code compliance; facility assessments; stakeholder coordination; engineering analysis.
U.S. Citizenship is required
Must be able to obtain and maintain appropriate security clearance
Education requirements: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

KNOWLEDGE SKILLS AND ABILITIES:
1. Professional knowledge of civil, mechanical and electrical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines
2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds
3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.
5. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
Other significant facts pertaining to this position are:
1. Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
2. An appropriate, valid driver's license is required for the position.
3. May act as project liaison with the Army Corps of Engineers or other design agencies as required.
4. May be required to serve on A&E selection boards.
5. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.
6. This position has been designated by the Air Force as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
7. Must be able to obtain and maintain the appropriate security clearance.
