Position Summary:

The Senior Project Manager – Construction Delivery leads assigned capital projects for Shell Mobility and Convenience (SMC) gasoline stations and convenience retail stores in an owner-led, general-contractor-delivered model. This role is accountable for owner-side project leadership, project controls, contract administration, general contractor performance, stakeholder alignment, risk management, and successful turnover from pre-construction through closeout. Consistent with industry best practice, the role manages outcomes, governance, communication, documentation, risk, cost, schedule, safety, and quality requirements while leaving construction means and methods, subcontractor supervision, manpower planning, trade coordination, and day-to-day jobsite execution with the general contractor. The Senior Project Manager coordinates owner-side resources and relies on Owner’s Representatives and Senior Owner’s Representatives for field visibility, QA/QC observations, schedule validation, punch tracking, and contractor performance feedback. The ideal candidate brings strong commercial construction leadership, retail fuel experience, disciplined project controls, contract administration capability, and the ability to manage multiple complex builds across diverse geographies while protecting the owner’s cost, schedule, safety, quality, compliance, and operational interests.

 

Key Responsibilities:

  • Owner-Side Project Leadership: Lead assigned construction projects from pre-construction planning through turnover and closeout, with primary focus on complex New-To-Industry (NTI), Knockdown-Rebuild (KDR), major remodel, fuel system, and multi-scope capital projects delivered through third-party general contractors.
  • General Contractor Governance: Manage the GC through contract requirements, documented expectations, milestone controls, meeting cadence, performance scorecards, submittal/RFI discipline, schedule updates, pay application validation, change order governance, safety expectations, and closeout deliverables. Hold contractors accountable to scope, cost, schedule, quality, and compliance requirements without assuming responsibility for contractor means and methods.
  • Project Controls: Own project budgets, schedules, forecasts, commitments, change orders, contingency use, cash flow visibility, cost-to-complete reporting, and milestone performance. Maintain disciplined controls routines that identify variance early, support timely escalation, and preserve an auditable record of decisions, assumptions, approvals, and recovery plans.
  • Field Oversight Interface: Direct and integrate input from Owner’s Representatives and Senior Owner’s Representatives who provide field-level observation, QA/QC validation, schedule visibility, punch tracking, site readiness assessment, and contractor performance feedback.
  • Stakeholder Coordination: Coordinate across Real Estate, Operations, Engineering, Procurement, Finance, Marketing, IT, vendors, permitting authorities, and regulatory stakeholders to ensure projects are properly scoped, funded, permitted, executed, commissioned, and turned over to operations.
  • Supply Chain and Owner-Provided Materials: Manage owner-provided and owner-furnished/contractor-installed material interfaces by aligning procurement release dates, delivery windows, site readiness, storage requirements, contractor installation sequencing, and risk escalation for shortages, substitutions, or late deliveries.
  • Works closely with Contracts and Procurement to develop high quality contract management plans for execution of services on site as well as owner supplied equipment strategies.
  • Works in collaboration with the Engineering Manager on site plans and the development strategy. Contributes feedback and assurance into the Front-End Engineering process for continuous improvement in the delivery process through improved design standards and execution from previous builds.
  • Compliance, Safety, and Quality Assurance: Ensure projects comply with applicable safety, environmental, permitting, regulatory, brand, engineering, and operational requirements. Require task-specific safety planning, job hazard analysis, permit-to-work coordination, inspection readiness, quality checklists, commissioning evidence, testing documentation, deficiency tracking, and closeout packages before operational handover.
  • Change Management and Claims Avoidance: Operate a proactive change control process that captures potential changes early, validates entitlement, quantifies cost and schedule impact, secures required approvals before work proceeds where practical, and maintains clear documentation to reduce disputes, delay claims, scope gaps, and uncontrolled field commitments.
  • Risk and Issue Management: Maintain risk registers, issue logs, decision records, permit trackers, utility trackers, long-lead material trackers, and escalation routines. Anticipate schedule, cost, permitting, utility, contractor, supply chain, environmental, regulatory, and quality risks before they become delay events, claims, rework, or operational disruptions.
  • Reporting and Communication: Provide concise, fact-based reporting to the Director of Construction and leadership on project status, milestone performance, budget position, risks, decisions required, and recovery plans. Maintain accurate records in Procore and related systems.
  • Continuous Improvement and Team Development: Mentor project managers and partner with Owner’s Representatives to improve delivery standards, contractor accountability, field documentation, closeout quality, and repeatable construction processes across the portfolio.

Qualifications:

  • Bachelor’s degree in construction management, Civil Engineering, Engineering, Business, or related field preferred; equivalent industry experience will be considered. PMP, CCM, or related project management certification preferred.
  • 8 years of construction project management experience, including demonstrated experience managing third-party general contractors on complex commercial, retail fuel, convenience store, petroleum, civil, or multi-trade construction projects.
  • Strong understanding of contractor management, contract administration, change order control, pay application validation, schedule management, project forecasting, and claims avoidance.
  • Working knowledge of fuel system installations, underground utilities, environmental compliance, permitting, inspections, commissioning, and turnover requirements.
  • Proven ability to lead multiple concurrent projects across different regions while maintaining cost, schedule, quality, safety, and stakeholder alignment.
  • Ability to work through field-based Owner’s Representatives and Senior Owner’s Representatives to obtain accurate field visibility, validate progress, and escalate contractor performance issues.
  • Experience coordinating owner-furnished or owner-provided materials, long-lead equipment, vendor interfaces, delivery logistics, site readiness, and contractor-installed scope preferred.
  • Excellent communication, negotiation, facilitation, and leadership skills with the ability to influence contractors and internal stakeholders without relying on direct authority.
  • Knowledge of retail petroleum construction safety and regulatory expectations, including American Petroleum Institute Recommended Practice 1646, OSHA construction and general industry requirements applicable to retail fuel work, underground storage tank work, hot work, excavation, confined space, lockout/tagout, barricading, and contractor safety planning.
  • Proficiency in project management and construction management software, including Procore, Microsoft Project, Excel, Teams, and related reporting tools.

Preferred Skills:

  • Experience operating in an owner-led / GC-delivered construction model where field oversight is provided through owner’s representatives rather than self-performing site supervision.
  • Familiarity with DOT, EPA, state environmental agencies, local permitting authorities, utility providers, and retail fuel regulatory interfaces.
  • Experience with LEED, energy efficiency, sustainability, EV charging, car wash, food service, or other convenience retail growth initiatives.
  • Ability to travel as needed to project sites, contractor meetings, permitting meetings, and critical construction milestones.

Role Boundaries in the Delivery Model:

  • Senior Project Manager: Owns project-level delivery, budget, schedule, contractor performance, stakeholder decisions, change control, and closeout.
  • Owner’s Representative: Provides site-level owner visibility, field observation, quality checks, progress validation, punch tracking, and early risk identification for assigned projects.
  • Senior Owner’s Representative: Provides portfolio-level field leadership, coaching, quality governance, contractor accountability insight, and escalation support across more complex projects or multiple geographies.
  • General Contractor: Retains responsibility for construction means and methods, subcontractor management, trade coordination, manpower, sequencing, jobsite safety execution, and delivery of the contracted scope.

  • Professional construction management: The role ensures industry-recognized construction management competencies including project management, cost management, quality management, contract administration, safety management, and risk management.
  • Owner governance model: The role is positioned as the owner’s project leader, responsible for governance, scope clarity, decision flow, contract administration, project controls, and stakeholder alignment while avoiding direct control of GC means and methods. Has strong understanding of the boundaries of mode 2 contracting.
  • Contract administration discipline: The role requires consistent management of RFIs, submittals, meeting minutes, pay applications, change orders, notices, schedule updates, deficiency logs, and closeout records to preserve transparency and reduce dispute risk.
  • Quality management culture: The role reinforces early definition of quality requirements, documented inspections, deficiency tracking, commissioning evidence, and turnover readiness rather than relying on informal field observation alone.
  • Retail petroleum safety: The role incorporates petroleum facility contractor safety expectations, including task-specific safety planning, job hazard analysis, hot work, excavation, confined space, lockout/tagout, underground storage tank work, barricading, and coordination with applicable OSHA, API, federal, state, and local requirements.
