General Description

Performs highly complex (senior-level) consultative, technical assistance and managerial work supervising the regional probation/parole operations to include the parole officers, and other support staff.Work involves participating in local and agency projects; to include the implementation off TJJDs regionalization plan. Establishes program goals and objectives; developing or participating in developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; developing budget requests to achieve program goals; and coordinating program activities with other work units in the agency and external organizations. Monitors contract expenditures, ensures accurate billing, and providers have passed TJJD background checks. May be assigned investigations involving youth and staff.

Works under limited supervision, with m derate latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per workweek, be on-call, and travel upwards of 35% of the time (traveling to and from regional meetings, TJJD facilities, local probation departments and regional Chief Association meetings.

Essential Functions

Selects, supervises, trains, and evaluates staff to ensure successful function of operations of parole services in designated region. Analyzes facility, county, and regional data regarding outcome measures and provides feedback to local probation departments, regional associations, TJJD senior management, and executive staff so that this data may be used to improve programs and services, as well as in planning and decision-making efforts. Supervises Parole staff team(s) to maintain quality care for youth in compliance with TJJDs General Administrative Policy (GAP), Case Management Standards (CMS), and other standards as applicable. Provides on-site and virtual training and technical assistance to county juvenile probation departments and youth-serving systems and providers in improving cross-system collaboration efforts to strengthen the youth systems of care and divert youth when appropriate in communities, regions, and statewide.Serves a resource in implementation support for cross-system and behavioral health focused frameworks, programs, and systems that are evidence-based, research-based, and/or recognized as best practices.Provides consultation and direction to the regional associations in the development of the regional plans and maximization of TJJD and other state agency resources. Trains, teaches, models, and scores the usage of Effective Practices in Community Supervision (EPICS) with fidelity to the model. Reviews requests for disciplinary hearings, ensures all in-community resources have been exhausted to protect the public safety before approving Level I hearings, and oversees the directives for apprehending youth to ensure due process rights of the youth and promote community protection. Reviews and tracks all parole data relating to parole / office operations, reviews report on effectiveness of program activities, maintains and monitors standard benchmarks for parole program performance measures. Responsible for the management and supervision of a TJJD District Office with one or more business operational units working out of the office; and supervising several program specialists. Service as the central point of contact for external and internal stakeholders; assist community partnerships and pilot projects with community-based providers and local Probation Departments. Maintains consistent communication, cooperation and coordination with county Chief Probation Officers. Responsible for managing several contract parole providers (expenses, reimbursement and contractual obligations and standards. Monitors compliance with policies and procedures; and provides input or approves new policies and procedures.Performs a variety of related duties not listed, to be determined and assigned as needed.Performs all duties in compliance with agency safety policies and procedures:

Reports safety hazards and corrects hazards when possible.

Completes required documentation in the event of an accident/injury within requested time frames.

Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.Actively embody and support the Texas Model by demonstrating its core values in daily tasks and interactions with others.
