Employees at this level independently perform complex planning and analytical assignments involving regulatory interpretation, policy analysis, program design support, and data integration. Work involves researching federal and state regulations, developing analytical materials and planning documentation, and coordinating with multidisciplinary teams across the department. Works under limited supervision with moderate latitude for the use of initiative and independent judgment and supports development of CDBG-DR and CDBG-MIT Action Plans and Action Plan Amendments, scoring methodologies, program documentation, and analytical planning products. The position integrates policy research, program data, and geospatial information into planning tools that support department decision-making.
The position operates within the Policy & Planning Branch of GLO‑CDR, supporting the development of CDBG‑DR and CDBG‑MIT Action Plans and Amendments, scoring methodologies, regulatory documentation, and program frameworks. The Planner assists in preparing policy materials; integrating analytical and geospatial data into planning products; and ensuring alignment with HUD regulations, state requirements, and internal Branch controls. The role works collaboratively with Program Operations, Monitoring, Compliance, GIS/Data, Communications, and other CDR teams to produce planning materials that are accurate, well‑organized, consistent, and audit‑ready.

What Your Contributions To The GLO Will Be
- Research and analyzes regulatory policy and compliance documentation including Federal Register notices, HUD guidance, and applicable state and federal regulations. Evaluates regulatory changes, policy trends, and program requirements to determine potential impacts on CDBG-DR and CDBG-MIT Action Plans, program frameworks, and Policy & Planning branch tools.
- Collects, organizes, and analyzes program, demographic, hazard, and housing data used to support development of Action Plans, Amendments, program frameworks, and departmental planning tools. Performs data validation, quality assurance, statistical review, and analytical reporting using appropriate tools and software. Prepares tables, charts, and narrative explanations that support program design decisions, planning documentation, and leadership briefings. compliant with HUD requirements, and aligned with internal controls, established processes, and program objectives. Supports the creation of audit‑ready planning documentation by maintaining clarity, version control, and consistent terminology across assigned sections.
- Develops and reviews maps, charts, dashboards, and diagrams using Geographic Information Systems (GIS) tools and related applications. Integrates geospatial and demographic data into planning documents, program frameworks, and scoring methodologies. Coordinates with GIS and analytics teams to ensure planning products incorporate accurate spatial data and analytical outputs.
- Develop reports, planning documentation, policy narratives, and research materials supporting development of CDBG-DR/MIT Action Plans, Amendments, and program frameworks. Produces technical documents and presentations that communicate policy analysis, program design considerations, and planning outcomes to internal stakeholders. Participates in policy, planning, and interdepartmental coordination meetings supporting program development and implementation.
- Collaborates with cross-functional teams to ensure policy requirements, scoring methodologies, and planning documentation are accurately reflected in system workflows and program processes. Obtains and maintains proficiency in TIGR necessary to input and subsequently manage CDBG-DR and CDBG-MIT programs and program budgets contained in GLO Action Plans and Action Plan Amendments as required by CDR management. Identifies documentation gaps and recommends improvements that strengthen policy clarity, planning consistency, and audit readiness within the Policy & Planning Branch. Provides surge planning and analytical support during Action Plan and Amendment development cycles.
Minimum Qualifications:
- Bachelor’s degree from an accredited college or university in Public Policy, Urban Planning, Public Administration, Geography, Economics, Political Science, or related field.
- Salary and classification are dependent on qualifications:
- Planner III - Three (3) or more additional years of experience in planning, policy development, regulatory analysis, grant administration, or related analytical work.
- Planner IV - Four (4) or more additional years of experience in planning, policy development, regulatory analysis, grant administration, or related analytical work.
- Experience researching and interpreting regulations or policy guidance.
- Experience preparing technical documents, reports, or analytical materials.
- Proficiency in Microsoft Office applications.
- Experience collaborating across multidisciplinary teams (policy, GIS, compliance, operations).
- Experience drafting Action Plans, Amendments, or regulatory documentation.
- Experience retrieving and working with large datasets.
- Experience supporting scoring methodologies or program eligibility frameworks.
- Experience with Microsoft 365 and the Microsoft Power Platform.
- Familiarity with grant management systems (e.g., TIGR, DRGR, or similar platforms).
- Strong attention to detail and technical writing skills.
- Upper level education and experience in data analysis.
- Ability to communicate effectively and collaborate with diverse stakeholders.
- Ability to evaluate planning materials and conduct research to support program decisions.
- Ability to maintain regular attendance and adhere to established work schedules.
