General Description

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs moderately complex Journey-level) managerial work administering the daily operations and activities of the License Plate Unit in the Registration Services Section of the Vehicle Titles and Registration Division. Reports directly to the Section Director of Registration Services. Work involves but is not limited to the scheduling and coordination of daily operations, overseeing detailed update of applicable databases, and preparation of information and documents. Work requires contact with departmental managers, high-level executives, and private entities and involves coordinating the development of local, regional, or state projects and programs. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Essential Duties

Oversees, plans, coordinates and monitors staff performance and development and conducts training activities.

Supervises staff which involves processing personnel actions, performance reviews, hiring, and coaching staff.

Oversees vehicle titles and registration customer service-related activities; plans, organizes, schedules and coordinates daily operations; prioritizes and monitors status of workload activities.

Perform advanced planning and programming activities in support of management related programs and/or projects.

Provides information, answers questions, prepares and oversees preparation of responses, reports and/or correspondence.

Ensures compliance with applicable laws, rules and regulations.

Serves as a subject matter expert acting as an advisor to departmental staff on administrative, technical, and regulatory aspects of VTR.

Drives and travels to attend meetings, seminars, conferences and as required attends/testifies at court hearings.

Researches, analyzes data, and corresponds or confers with other VTR staff, public or private entities, and other governmental agencies to provide information and advise on program activities.

Stay informed of VTR changes and requirements, policies, procedures, and legislation.

Research policy issues; and proposed legislation, regulations, or rules to determine impact; and make recommendations; conduct comprehensive reviews of statutes, rules, and/or policies and prepares research for division and executive management.

Perform, oversee, review, assist, and support employees in the preparation of correspondence, reports, studies, and give briefings and make presentations regarding program activities

Represents the department to county govern ent or law enforcement authorities, automobile dealers, salvage yard owners, trucking carriers and the public.

Develop and evaluate policies and procedures for the implementation and administration of projects, initiatives, and programs; and measure progress.

Assist in planning, implementing and monitoring training, including classes, seminars and conferences.

Prepares and makes presentations for dealers, county tax offices and law enforcement personnel.

May travel 25% for business such as conferences, meetings, or government entities may be required. Travels by car (may include flying).

May include overnight travel. May require working extended hours and some evenings and weekends, as needed.

Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.

Performs other job-related duties as assigned.

PHYSICAL/WORKING CONDITIONS

Non-smoking environment in State buildings and vehicles.

Required to work Monday-Friday, 8 hours a day, 40 hours a week, on-site at the warehouse locations in Texas or traveling.

Required to operate State vehicles (automobiles, vans, trucks, box trucks, golf carts, etc.) traveling up to 25%, generally in Dallas, Huntsville and surrounding areas during routine working hours with occasional out-of-town and/or over-night travel.

Work is performed both inside and outside.When inside, employees are exposed to normal warehouse temperatures and noise.When outside, employees may be required to work and be exposed to seasonal inclement weather.Work typically involves standing, walking and working with office machines for extended periods of time.

Required to perform manual labor including lifting supplies andcarry boxes of paper and/or license plates andmaterials up to 50 pounds and standing or sitting for prolonged periods of time.

Lifting, carrying and moving of equipment and materials that weigh up to 50 pounds is required and employees must have the ability to perform fieldwork that may sometimes involve walking moderate distances and exposure to potential hazards (heat, rain, insects, etc.)

Requires the ability to maintain body equilibrium when bending, stooping, crouching, reaching and/or stretching arms, legs or other parts of body to grasp, push, pull or otherwise move objects. Physical requirements are for Heavy Work.

May be required to perform duties in support of national emergencies and/or disasters to include holidays, evenings and weekends on occasion.

Qualifications: MINIMUM REQUIREMENTS

Education

Bachelor's degree from an accredited college or university or the U.S. equivalency thereof.

Additional work experience may substitute for the bachelors degree on a year for year basis.

Work Experience

Three (3) years' experience in motor vehicle program activities, including vehicle titles and registration programs, compliance or regulatory programs, and/or related field. (Substitution available.)

(Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

Supervisory Experience

Must have three (3) years managerial, supervisory, lead worker, coordinator, or project lead experience. (No substitution available).
