Position Summary
Working with the Chief Data Officer, or their designee, the Data Literacy Program Administrator will perform highly advanced (senior-level) professional organizational analysis and oversight work to support the Statewide Data Program. This role will involve developing training coursework and other materials to advance data literacy skills among employees at all levels. The Data Literacy Program Administrator will work closely with stakeholders across the organization and other state agencies to identify training needs and develop appropriate learning materials and activities. Work involves establishing goals and objectives, and developing schedules, priorities, and standards for achieving established goals. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
· Develops and implements a data literacy program to support the Statewide Data Program.
· Works with stakeholders to understand their data literacy needs, design a program that meets those needs, and coordinate the delivery of training materials.
· Develops and produces innovative audiovisual works, including script development, visualization, and graphic design. Utilize computer technology and audiovisual equipment to create and integrate digital content, such as graphics, animation, photographs, illustrations, and other multimedia elements, to create cohesive and impactful products.
· Evaluates the effectiveness of the Data Literacy Program by tracking program participant progress, identifying and addressing any challenges or barriers to program participation or success, and making recommendations for improvement.
· Establishes goals and objectives for the Data Literacy Program, and develop schedules, priorities, and standards for achieving established goals.
· Communicates program progress and results to relevant stakeholders and leadership.
· Stays up to date on best practices in data literacy training, assessment, and resources.
· Performs other work-related duties as assigned.
Education
· Graduation from an accredited four-year college or university with a bachelor’s degree in data science, business analytics, data analytics, information systems, computer science, engineering, statistics, or a related field.
· Additional work-related experience may be substituted for education on a year-for-year basis.
Experience and Training Required
· Minimum of four (4) years’ experience leveraging data to help solve complex business challenges/opportunities to drive business outcomes.
· Minimum of four (4) years’ experience in information technology or in a policy position related to information technology or data governance.
Experience and Training Preferred
· Experience designing and implementing data literacy similar training programs.
· Experience working with data management frameworks, e.g. DAMA Data Management Body of Knowledge.
· Familiarity with emerging trends in data management, AI governance, and responsible data use.
Knowledge, Skills, and Abilities
· Knowledge of local, state, and federal laws and regulations relevant to information technology, security, and privacy; of the principles and practices of public administration and management; of the limitations and capabilities of computer systems; of technology across all computer platforms; and of operational support of networks, operating systems, Internet technologies, databases, and applications.
· Knowledge of core data management principles, including data governance, master data, metadata, reference data, data warehousing and relational databases.
