About The Division
Statewide Procurement Division connects vendors with state purchasers and contract opportunities to help state and local government entities procure non-IT goods and services through easily accessible contracts that meet their needs.
General Description
The Comptroller’s office is seeking an Outreach Specialist in the Statewide Procurement Division. This role performs senior level consultative services and technical assistance work for the Statewide Procurement Division’s Outreach team. Serves the Outreach Team in all functional areas including customer service, the Vendor Performance tracking system, Texas SmartBuy support, Texas SmartBuy membership program support, Centralized Master Bidder’s List program support, division web maintenance and public outreach. Work involves planning, developing, and implementing Outreach programs and providing consultative services and technical assistance to Vendor Performance, Texas SmartBuy Support, Texas SmartBuy Membership, and Centralized Master Bidder’s List program staff, governmental agencies, and the vendor community.

8 a.m. to 5 p.m., Monday through Friday, 40 hours. Occasional weekend and/or late-evening work may be required. Actual work hours may change based on business need. Must be able to work flexible hours during legislative sessions; and, as needed.

Education
- Graduation from an accredited college or university with a bachelor’s degree
- Graduation from an accredited college or university with a Master of Business Administration (MBA), Master of Public Administration (MPA), Master of Education (MEd), or Master of Public Affairs (MPA) degree.
- Four years of experience (within the past 5 years) with public sector procurement, contract management, or program administration.
- Three years of experience with technical and administrative support in a procurement or contract management environment.
- Experience with communications, or public outreach
- Experience administering a public sector procurement program.
- Experience with developing, managing, evaluating, or monitoring contracts, procedural review, analysis and planning
- One additional year of full-time minimum experience as stated above may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years)
- A valid Texas (or state of residency) driver’s license and a satisfactory driving record are a condition of employment. Applicants offered an interview must present the following documents at or before the interview: a state issued driving record for the last 36 months, a valid Texas driver’s license (or state of residency driver’s license), and current proof of automobile insurance.
- Certified Texas Procurement Manager (CTPM), Certified Texas Contract Developer (CTCD), and/or a Certified Texas Contract Manager (CTCM) must obtain both the CTCD and CTCM within 1 year of the start of employment.
- Assists the Vendor Performance Coordinator with reviewing vendor performance reports, mediating scores between agencies and vendors, and reporting any issues with the Vendor Performance Tracking System.
- Assists with planning developing and implementing Outreach programs and providing consultative services and technical assistance to Vendor Performance, Texas SmartBuy Support, Texas SmartBuy Membership, and Centralized Master Bidder’s List program staff, governmental agencies, and the vendor community.
- Provide consultative services to agencies, local governments and institutions of higher education to develop and implement short and long-term public procurement strategies.
- Grow the public procurement workforce through the development and implementation of internship programs, and development and implementation of outreach strategies to college campuses.
- Assist with the development and implementation of outreach strategies aimed at growing our Texas SmartBuy Membership and CMBL membership.
- Assists the Texas SmartBuy support specialist with service to Texas SmartBuy members by answering phone inquiries and maintaining the general e-mail inbox for the program.
- Monitors customer service inquiry response functions to ensure that established response standards are met; may serve as a functional back-up for Outreach staff.
- Provide customer service on the Vendor Performance tracking system, Texas SmartBuy program, and Centralized Master Bidder’s List program.
- Provides customer service (answering phones, responding to e-mails, updating accounts, etc.) and technical assistance to both internal and external customers in all areas of Statewide Procurement; may serve as a functional back-up for Outreach staff.
- Performs special projects and other related duties as assigned.
