About The Division :

Fiscal Management (FM) supports the Comptroller’s role as the state’s chief accountant by managing the flow of financial resources and maintaining the state’s books. With nearly 200 staff—including accountants, auditors, analysts, and subject matter experts—FM oversees statewide financial systems, monitors expenditures, enforces spending laws, manages appropriations, and produces key financial reports. The division also supports state agencies, higher education institutions, and the Legislature by providing reporting, research, policy guidance, training, and analysis of legislative impacts. Guided by a philosophy of integrity, innovation, communication, and continuous learning, FM emphasizes strong relationships and recognizes people as its greatest asset.

Work Hours:

Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business needs and may vary in accordance with division policies for Work Alternative Schedules (WALT).

Qualifications

Minimum Qualifications

Education:

Graduation from an accredited college or university with a bachelor’s degree.

Experience:

Financial Analyst I:

  • Five years of experience performing one or a combination of any of the following general financial/accounting functions, financial reporting, budgeting, or financial statement audit duties.
  • Experience working with accounts, reconciliations, or revenues.

Financial Analyst II:

  • Six years of experience performing one or a combination of any of the following general financial/accounting functions, financial reporting, budgeting, or financial statement audit duties.
  • Experience working with accounts, reconciliations, or revenues.

Preferred Qualifications

Preferred Education:

Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, or business.

Preferred:

  • Experience with Texas governmental agency(s).
  • Experience with the Texas legislative process.
  • Experience, knowledge, and understanding of USAS.
  • Experience preparing fiscal notes or analyzing and costing legislation.
  • Experience researching and analyzing state statutes and/or the GAA.
  • Experience in two or more of the following areas:
  • SIRS Reports
  • Comptroller Fiscal Policies and Procedures
  • Budget/Legislative Appropriation Request preparation or submission
  • Federal Funds management
  • ABEST/USAS reconciliation

Preferred Education:

Graduation from an accredited college or university with an Accounting or a Business related degree.

Substitutions

One additional year of experience performing general financial and/or accounting functions, financial reporting, budgeting, or financial statement audit duties may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

In this role you will:

Financial Analyst I:

  • Provides technical and fund accounting assistance to state agencies with USAS profile setups, assists with financial inquiries, transaction entries and error solution.
  • Conducts research on accounting and appropriation topics.
  • Reviews and analyzes agencies' legislative appropriation accounts and cash activity.
  • Resolves customer issues and makes sound decisions or recommendations based on research and relevant facts.
  • Identifies limitations, contingencies, or other special provisions in the GAA and other statutes.
  • Assists in costing and certification of the GAA during each legislative session including monitoring legislative hearings affecting assigned agencies.
  • Reconciles each assigned agency's allocation of appropriations to the GAA and to the original appropriations budgets entered in USAS to ensure conformity with assigned program structures.
  • Performs all other related duties as assigned.

Financial Analyst II:

  • Monitor’s agency accounts across various systems and assists in the interpretation of legislative provisions, such as the General Appropriations Act (GAA). Provides technical appropriation assistance, and technical support. Performs research and regularly provides training for agency personnel. Monitors state agencies’ legislative appropriations and fund cash accounts. Provides technical and financial accounting assistance to state agencies with Uniform Statewide Accounting System (USAS) profile setups. Assists with financial inquiries, transaction entries and error solution. Assists other state agencies with processing of accounting transactions in the USAS.
  • Resolves customer issues and makes sound decisions or recommendations based on research and relevant facts.
  • Reconciles each assigned agency‘s allocation of appropriations to the GAA and to the original appropriations budgets entered in USAS to ensure conformity with assigned program structures. Identifies limitations, contingencies, or other special provisions in the GAA and other statutes.
  • Conducts research on accounting and legal topics.
  • Develops and conducts training for onboarding ACOs as well as for external state agency and/or higher education institution clients.
  • Assists in costing and certification of the GAA during each legislative session including monitoring legislative hearings affecting assigned agencies.
  • Performs all other related duties as assigned.
