Job Description

The Project Manager III manages project activities including developing, implementing, tracking budgets, tracking timelines and deliverables, and providing periodic evaluations and reports for projects that are generally large in scope.

Responsibilities

  • Defines and ensures project mission and vision are met. Establishes strategic alignment and defines stakeholders through the Texas A&M Natural Resources Institute (NRI) Natural Resources Conservation & Policy Program (NRCP) in support of the Department of Defense and Military Services.
  • Primary role is to lead the development and update of Army REPI Encroachment Management Plans, along with supporting installations with Annual and REPI Challenge proposal development and submissions for funding consideration.
  • Develops natural resource and encroachment solutions that are science-based, efficient and effective, proactive, and focused on multi-dimensional spaces at a landscape scale.
  • Identify, develop, and assist in applying research-based solutions to complex natural resource and encroachment issues that promote simple and conflict free conservation actions.
  • Manage project portfolios in line with business strategies and in accordance with project management standards. Periodically conducts meetings with stakeholders to schedule and coordinate project activities.
  • Coordinates project resources in conjunction with resource holders and other project managers.
  • Manage projects that the problem and solution are difficult and complicated to achieve.
  • Manages project quality control and assurance. May have significant links to other projects.
  • Establishes goals for project delivery. Apply current best practices in vendor selection, contract negotiation, and project lifecycle.
  • Directs and coordinates activities of project personnel to ensure project progress is on schedule and within prescribed budget that usually has a significant impact on financial revenue and expenses. Manages and supervises project team as needed.
  • Performs other related duties as assigned.

Required Education And Experience

  • Bachelor’s degree in Natural Resource Management, Forestry, Rangeland Science, Wildlife Science, Community Planning or closely related field.
  • Seven years of experience in land management, conservation, or community planning or closely related field.

Preferred Education And Experience

  • Masters in Natural Resource Management, Forestry, Rangeland Science, Wildlife Science, Community Planning or closely related field or commensurate experience that demonstrates advanced technical and leadership abilities with a minimum of 15 years of experience in land management, conservation, or community planning.
  • Experience in planning and documentation of management practices and treatments in a variety of ecosystems and landscapes.
  • Experience developing and achieving strategic objectives, managing budgets, and coordinating with professional staff.
  • Experience working with a broad range of stakeholders such as agency professionals with federal, state, or other public organizations with a conservation mission or focus.
  • Education or experience in literary processes, standards, and methods in relation to developing and publishing technical, professional, and popular materials for a varied group of end users and stakeholders.
  • Experience in managing multiple projects and initiatives with a variety of stakeholders, sometimes with competing interests, on a multitude of subjects to ensure collaborative and mutually agreed outcomes.
  • Experience directing and managing strategic projects to implement vision to accomplish goals.
  • Experience providing excellent client or stakeholder service including coordination, consultation, extension, and workshops.

Preferred Knowledge, Skills And Abilities

  • In depth knowledge of legal, regulatory, planning, and reporting processes utilized to provide for conservation and compliance in relation to natural resource

management, land conservation easements, and/or land use planning.

  • Ability to negotiate and prepare documents to successfully implement conservation easements or land management in association with the Department of Defense or Military Services.

Preferred Licenses Or Certifications

  • Certification in natural resources, land management, or community planning professional organizations.
