Responsibilities:
• Conducts business process requirements analyses and develops IT Capital Planning documentation and related SDLCM documentation.
• Assists in the development of IT budget formulation, implements budget activities, and conducts financial analysis.
• Conducts program and project analysis on IT strategic initiatives and develops performance metrics and analyzes business strategies for project management using Earned Value Management (EVM).
• Assists in the analysis, development, and implementation of agency Enterprise Architecture standards and activities.
Required Qualifications:
• Ability to obtain Public Trust clearance.
• At least three years of experience in research, analysis, technical writing, and creating reports and executive summaries on business processes, strategic initiatives, or IT projects.
• At least three years of experience in conducting requirements analysis with stakeholders, partners, or user groups.
• At least three years of experience in basic project management including the use of performance measurements and metrics to effectively gauge the status of a project or business process.
B.A. or B.S Degree in relevant area
In addition to the qualifications above, the minimum qualifications must include ONE of the specializations below:
• At least three years of experience in tracking financial expenditures, preparing budget reports, and conducting high level financial analyses and presentations.
• At least two years of experience in the use of performance measures and metrics to effectively track and conduct project management using Earned Value Management.
• At least two years of experience in: developing strategies for enterprise-wide methodologies, tools, or systems; conducting program and technology impact assessments and analyses; or assisting in the implementation of Enterprise Architecture within government or the private sector.
Desired Qualifications:
Experience using Microsoft Project and Microsoft Excel.
