The Outpatient Mental Health Supervisory Social Worker position is in the Department of Veterans Affairs, Tennessee Valley Healthcare System (TVHS), Mental Health Care Line (MHCL). Provides oversight of administrative and programmatic resources and responsibilities for a program that delivers treatment and related services and interventions including medication management, assessment, case management, psychotherapy, and education for Veterans with a full range of mental health treatment needs.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: GS-13

Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Ability to independently organize work, set priorities, and meet multiple deadlines.
  • Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers.
  • Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
  • Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
  • Ability to provide staff training and development.
Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). The full performance level of this vacancy is GS-13.

Physical Requirements: Work is performed in a clinical setting that exposes the incumbent to the communicable diseases common of the client population. The incumbent may be required to work an irregular tour and weekends as the need arises.

Responsibilities:

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

  • Directing, administering, and managing all aspects of the program, including comprehensive planning, developing, and implementing programs, policies and procedures; determining program needs; overseeing the type, quality and quantity of services provided; setting priorities; and establishing short and long-range program goals, initiatives, and direction.
  • Coordinates programming with managers from other programs areas, and in the Mental Health Care Line with the responsibility to negotiate service agreements and other forms of collaboration. Collaborates with discipline supervisors including psychiatry, psychology, social work, primary care, and nursing by providing input in hiring, performance reviews, incentives, and discipline. Collaborates with clerical supervisors for similar input.
  • Duties with the clinical staff include providing clinical consultation in utilizing evidence based therapeutic practices and clinical practice guidelines; creating a work environment that acknowledges and respects widely divergent interests, points of view and discipline perspectives; and providing support, encouragement, and direction to all staff.
  • Triages and assigns referrals for services in a systematic way and makes treatment recommendations. Monitors for the provision of services to be delivered in a manner that meets VA guidelines and standards.
  • Implements ongoing program evaluation and outcome projects using data-driven quality assurance processes including establishing and monitoring team production and performance standards; implementing patient treatment outcome and satisfaction projects; overseeing the completion of evaluation reports. Establishes and modifies clinic scheduling profiles for all the staff. Approves and certifies timecards for the staff.
  • Regularly meets with staff, and on an as needed basis for urgent and emergent situations.
  • Will establish and maintain therapeutic relationships and exercise professional judgment to provide treatment for Veterans and will provide direct patient care. This care can include direct services to selected patients and selected treatment programs; diagnostic interviews, assessments, psychotherapy, and case management to Veterans; provide behavioral expertise, education, and multidisciplinary.
  • Consultation with and for other disciplines in the management of mental health clients; and assess the need for referral for additional services, as well as place referrals, for mental health clients.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
