POSITION PURPOSE:

Identified as journeyman level Inspector.

Federally commissioned employee trained as a physical security specialist to provide integrated security and law enforcement services.

Provides comprehensive security services, including assessments of facilities to identify credible threats, and implementation and testing of countermeasures to mitigate risks. Serves as the Facilities Security Specialist for TVA facilities located within their designated district.

JOB DIMENSIONS:

Supervisory Responsibility — indirect - Oversees and coordinates the work product of others including contractors and project management. May substitute and act for the Supervisory Inspector in that person’s absence.

Budget Responsibility — indirect - Non-compliance impacts to TVA could be millions of dollars.

PRINCIPAL ACCOUNTABILITIES:

Provides management with assessments and risks analysis of assigned TVA facilities annually, or more often as needed.

Collaborates with Technical Security Specialists (TSS) to determine security needs, and then assists with design and planning of countermeasures for assigned facilities, including schedule and cost estimates. This information is used to formulate policy, procedure, and standards.

Schedules and conducts inspections of worksites and facilities for compliance with regulatory requirements.

Develops and maintains core competencies with industry standards for physical security techniques and countermeasures.

Promotes culture of security and develops positive working relationships with TVA facility tenants, and maintains continuous liaison with facility tenant management. Advises supervisory officials on problem areas determined by the security survey process and risk evaluations.

Provides oversight to the contract security officer services at TVA facilities.

Conducts training for customers on security awareness, workplace violence, regulatory compliance, and emergency planning.

Collaborates with management in preparation of facility emergency response and evacuation plans.

Serves as liaison with state, local, and federal law enforcement agencies for the purpose of sharing and gathering intelligence.

In addition to regular duties, the incumbent may perform law enforcement duties to include investigations and response to criminal incidents, alarms, and other emergencies.

MINIMUM REQUIREMENTS

Education — Bachelor’s degree in a related field of study from an accredited education institution; or equivalent education, training and experience.

Experience — Must have at least three years law enforcement/security management or equivalent experience and three years as Inspector I or equivalent experience.

Certification/Licenses/etc. — Must successfully complete assessments, including oral and written competency tests, psychological, polygraph, medical, physical efficiency battery, background investigation, drug screening, firearms qualification test, and swim test.

Continued employment is contingent on successful completion of all phases of the Basic Law Enforcement Training program at the Federal Law Enforcement Training Center; successful completion of all phases of the TVAP Field Training Program and satisfactory completion of a one-year probationary period (for new outsides hires); successful completion of annual in-service and emergency medical care training; successful completion of annual physical efficiency battery test; and satisfactory completion of other prescribed training after appointment.

Must be at least 21 years of age; a U.S. citizen not convicted of or pleaded guilty to or entered a plea of nolo contendere to any felony charge or any federal or state laws or city ordinances relating to force, violence, theft, dishonesty, controlled substances, or any criminal activity unbecoming an officer; and not have been released or discharged under any other than honorable discharge from any of the armed forces of the United States. Must possess and maintain a valid driver’s license; must be able to obtain watercraft operator certification. Must be able to obtain and maintain a top secret security clearance.

Must live within 45 miles of official station.

Knowledge/Skills/Abilities —Knowledge of: TVA’s objectives, policies, and programs; TVA rules and regulations; applicable federal, state, and local statutes; applicable regulatory requirements affecting the Agency. Ability to communicate effectively orally and in writing. Proven positive interpersonal communication skills. Working knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation, and personal information management software. Must have demonstrated a working knowledge/skill/ability of Function/Performance Testing and Test Plan Development Proficiency; Physical Security Assessments; Contract Security Program; Presentation Development and Delivery; Setting and Managing Priorities; Deficiency Identification and Reporting; and Maintaining Regulatory Compliance. Required to reside within assigned service area.
