IT Subject Matter Expert (IT SME) – TS/SCI CI Poly

TENICA is seeking a strategic, organized, and proactive Information Technology (IT) Subject Matter Expert (SME) to support a funded Intelligence Community (IC) program. This role focuses on Cloud, Enterprise Architecture, and associated platforms and tools. The IT SME will serve as a trusted technical advisor, providing guidance to the Government Program Manager (PM) and other stakeholders on technical questions, architectural decisions, and operational challenges across the portfolio of systems.
This position is technical, not program management, and is ideal for someone with deep hands-on IT experience who can drive architecture transitions, platform improvements, and operational excellence.
Key Responsibilities:
Provide technical expertise in creating, updating, maintaining, and visualizing software architecture, including data and services.
Produce and maintain technical documentation, including Concept of Operations (CONOPs) for the portfolio of projects.
Serve as a technical liaison regarding system architecture, focusing on performance, availability, redundancy, data protection, and information security.
Collaborate with customers to evaluate mission drivers, identify challenges, define mitigation strategies, assess applications and services, develop transition plans, and develop business cases for Cloud and other initiatives.
Troubleshoot IT problems collaboratively and respond to user/customer requests.
Drive adoption of best practices in software development, testing, and validation.
Provide technical knowledge and analysis of highly specialized applications and operational environments, including systems analysis, design, integration, and implementation advice on complex problems.
Assist with technical oversight of Service Providers supporting the portfolio of projects.
Provide technical leadership for integrating IT requirements, design, and technology.
Interact with Government stakeholders regarding systems engineering and IT technical considerations, resolving problems, issues, or conflicts.
Facilitate metrics and reporting across the IC community.
Required Qualifications:
Active TS/SCI with Polygraph
Education and Experience Requirements:
Associate Degree 10 years relevant experience
Bachelor’s Degree 8 years relevant experience
Master’s Degree 6 years relevant experience
PhD 4 years relevant experience
3–5 years of experience working within an IC Agency.
3 years of technical hands-on experience with Cloud and Enterprise Architecture.
Experience building, operating, and maintaining IT systems in a national security environment.
Experience managing IT vendors and software teams, ensuring accountability and goal achievement.
Software development background.
Knowledge of IT governance frameworks.
Broad technical understanding to provide sound advice to the Government PM on a range of IT topics.
Agile mindset with a bias toward action.
Ability to evaluate and provide decisive guidance on technical issues (“call balls and strikes”).
Ability to thrive in a fast-paced, mission-driven environment.
Preferred Skills:
Expertise in Cloud platforms, enterprise architecture frameworks, and geospatial solutions.
Hands-on experience with platform transitions, optimization, and performance improvements.
Experience facilitating metrics collection, reporting, and dashboards across the IC community.

Salary : $200,000 - $215,000
