TeleSolv Consulting has an immediate opportunity to work with the Federal Government as aBusiness Consulting III.
This is a remote position based in Alexandria, VA.
Duties / Responsibilities
- Provide business management support, including the planning, development, and execution of acquisition packages.
- Manage procurement-related documents and support acquisition vehicles to facilitate organizational acquisitions, such as:
- Provide the government business assistance and facilitation planning, business process definition, and other activities necessary to improve the efficiency of BOD-CAS processes in acquisition facilitation and vendor management.
- Deliver acquisition services, facilitation, training, and support to ensure the government effectively executes its acquisition functions and achieves mission objectives.
- Standardize and implement a monthly, quarterly, and annual analysis and reporting to leadership to improve overall contract execution processes and effectively manage spending.
- Develop and implement repeatable processes to monitor and evaluate vendor performance across the C5I enterprise to enhance Contractor accountability and increase vendor performance.
- Coordinate with other Acquisition Subject Matter Experts (SMEs) working with BOD-CAS and throughout the service center on acquisition tasking in service of achieving mission objectives.
- Develop, write, and recommend inputs and materials for solicitations, proposals, evaluations, agreements, reports, briefs, and related technical and administrative documents to improve the quality of Government requirements and packages.
- Improve market research processes and methodologies and provide analysis of technical data related to C5ISC capabilities, systems, products, and services. Recommend procurement strategies for government review.
- Provide recommendations on operational and functional requirements, system specifications, and performance-based documents employing earned value management techniques when applicable.
- Improve documents associated with establishing contracts and agreements to include revisions, formatting, and consistency; include, but not limited to:
- Statements of Work/Performance Work Statements/Statements of Objectives
- Assumptions and constraints
- Independent Government Cost Estimates (IGCEs)
- Market Research Reports (MRRs)
- Acquisition Plans (APs)
- Evaluation Criteria Bundling/Consolidation Justifications
- Quality Assurance and Surveillance Plans (QASP)
- Service/Organizational Level Agreements
- Specifications and Requirements
- Contracting Office's Representative (COR) Nomination Memorandum
- Organize material and complete writing assignments according to set standards regarding order, clarity, conciseness, style, and terminology. Review published materials and recommend revisions or changes in scope, format, and content.
- Develop organizational documentation, including business processes, flow charts, desk guides, templates, meeting minutes, and associated guidance.
- Provide actionable insights by analyzing industry trends in response to Requests for Information (RFIs), Sources Sought Notices (SSNs), and other market research initiatives to support government decision-making and strategy development.
- Support informed decision-making by delivering comprehensive Make-versus-Buy Analyses, documented for government review and approval, to optimize resource allocation and achieve cost-effective outcomes.
- Provide recommendations regarding contract deliverable documentation usage, Contract Deliverable Requirements List (CDRL) (DD-1423) forms, and applicable Data Information Description (DID) documents to improve Contractor accountability in meeting Government objectives.
- Assist with the coordination and completion of Industrial Security and ISSO Reviews and integrate provisions into acquisition artifacts.
- Assist with the development of the Acquisition Planning Forecast System (APFS) Records using government-provided information.
- Provide recommendations to improve government-developed Source Selection criteria and plans.
- Provide recommendations to improve the Government-developed Justification for Other than Full and Open Competition documentation for government review.
- Provide Acquisition Services for all C5ISC Acquisition Lead Time phases.
- Assist in the maintenance of the C5I Contract Database and Vendor Capability Database.
- Assist with the organization of Industry responses to Requests For Information (RFI), Sources Sought Notices (SSN), and other information gathering initiatives. Assist the Government by providing recommendations for and/or refining and/or improving the Government response to RFI, SSN, and other information gathering initiatives.
- Provide recommendations for and/or assist the Government by refining and/or improving its government-developed Furnished Property, such as Government Furnished Information (GFI), Government Furnished Material (GFM), Government Furnished Equipment (GFE)/Materials/Data lists, etc.
- U.S. Citizen.
- Active Public Trust clearance, or the ability to obtain and maintain one.
- Bachelor’s degree.
- Must have a FAC-C Professional or equivalent certification
- · Knowledge of Federal Acquisition Regulations, and at least 24 months of recent experience (within the last 48 months) in government contracting and procurement as part of a government agency or as a Contractor providing acquisition services to a government agency
- Seven (7) years’ experience in business development, re-engineering, or management.
- Five (5) years of proficiency in MS applications: Word, Excel, PowerPoint, and Outlook.
- Demonstrated ability to communicate effectively, both orally and in writing.
- Demonstrated ability to conduct detailed research and analysis of technical data and information.
- Ability to read and interpret acquisition policy, regulations, and directives
- Master’s degree

Background Investigation:
This position requires that you obtain a background investigation. As part of this process, the government will perform a criminal, credit, tax, employment, and drug history background check.
