TeleSolv Consulting is seeking an experienced Acquisition / Contracting Subject Matter Expert (SME) to support government acquisition operations and contracting lifecycle activities in a dynamic and fast-paced environment.
This position supports the federal government, and all applicants must be local to the Washington, DC area.
The Acquisition / Contracting SME plays a critical role in supporting the Government’s mission by providing expert advisory and assistance services across the full acquisition lifecycle. This role focuses on acquisition planning, documentation development, solicitation support, proposal evaluation, and contract management to ensure compliance, efficiency, and successful execution of procurement activities.
This position supports a Government office responsible for acquisition strategy, procurement operations, and contract management. The Acquisition / Contracting SME contributes to improving acquisition processes, ensuring regulatory compliance, and enabling mission-critical contracting outcomes.
Responsibilities:
- Provide expert acquisition planning support and advise program offices on procurement strategies and contracting processes.
- Assist in the development, review, and validation of acquisition documentation including Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), and market research reports.
- Prepare and support pre-solicitation documentation such as acquisition plans, evaluation criteria, quality assurance plans, and justification documents.
- Support proposal evaluation activities, including documentation, analysis, and coordination with evaluation teams.
- Assist in tracking and reporting procurement activities, including maintaining acquisition schedules and status updates.
- Provide training and knowledge-sharing sessions on acquisition lifecycle processes and best practices.
- Recommend and implement process improvements to enhance acquisition and contracting efficiency, including maintaining acquisition resource libraries and templates.
- Support contract lifecycle activities including pre-award, source selection, award, and post-award functions.
- Assist with drafting solicitations, acquisition strategies, and source selection documentation.
- Conduct market research and provide analytical support for procurement decision-making.
- Review proposals, quotations, and bids for compliance and support evaluation and negotiation processes.
- Provide advisory support on contracting issues, policies, and regulatory compliance.
- Must be a U.S. Citizen.
- Bachelor’s degree in business, acquisition, contracting, or a related field.
- Ability to obtain a Public Trust/Suitability Clearance through the Government.
- Extensive experience supporting federal acquisition and contracting functions across the full lifecycle (pre-award through post-award).
- Strong knowledge of Federal Acquisition Regulation (FAR) and government procurement processes.
- Experience developing acquisition documentation such as SOWs, PWS, acquisition plans, and evaluation criteria.
- Experience supporting source selection activities, proposal evaluations, and contract negotiations.
- Experience with market research, procurement planning, and acquisition strategy development.
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills, with the ability to present information clearly to stakeholders at all levels.
- Ability to manage multiple tasks and deadlines in a fast-paced environment.

Background Investigation:
This position requires that you obtain a background investigation. As part of this process, the government will perform a criminal, credit, tax, employment, and drug history background check. The government has varying tolerances, with mitigating circumstances, for issues in all of the categories. The government is essentially looking to confirm that you are generally in good financial standing, up to date on your tax filings, rehire eligible with your prior employers, and have adhered to any federal restrictions on illegal drug use, including marijuana, in addition to other checks related on your character and trust worthiness.
