Technical Analyst

Job Description
The Technical Analyst is responsible for the hands-on technical execution of data analysis, cleansing, and conversion activities, primarily focusing on the organization's External Data Sources. This role involves critical script development, data manipulation, and technical support, working closely with the Technical Data Lead and the System Integrator to ensure technical data readiness for migration to the new Oracle 19C platform and the Comprehensive Officer Pension System 2.0 (COPS 2.0).
Key Responsibilities:
· Technical Analysis: Conduct detailed technical analysis of legacy data to identify existing data problems, including duplicates, missing records, and incorrect formatting. Document attributes and relationships of key data components.
· Script Development & Execution: Develop and implement SQL/PL-SQL scripts to correct, reformat, standardize, and eliminate data elements extracted from External Sources. Execute data cleansing and correction activities for these sources.
· Conversion: Perform the technical conversion of data from External Sources into the System Integrator’s prescribed staging table format, ensuring compatibility with the target COPS 2.0 system.
· Validation & Reconciliation: Conduct ongoing data validation against all identified data sources. Generate and provide reconciliation reports between the legacy system and the Staging Database to ensure accuracy.
· Troubleshooting: Identify and resolve data anomalies and technical issues encountered during the cleansing and conversion processes for External Sources.
· Documentation Support: Assist the Technical Data Lead in preparing the detailed technical components and required logs for the Data Cleansing/Conversion Audit Report (DCCAR).
Qualifications
· Experience: Minimum five (5) years of substantial and successful experience in hands-on data analysis, scripting, cleansing, and technical data migration roles within enterprise-level software projects.
· Certification: Oracle Data Migration related certification is mandatory.
· Technical Proficiency: Strong expertise in the Oracle 19C platform. Expert proficiency in SQL and developing robust data manipulation/extraction scripts.
· Platform Experience: Experience working on a Vitech V3 system (V3locity) is highly desired.
· Work Style: Proven ability to manage detailed, procedure-driven technical work (both automated and manual) with a strong focus on data accuracy and audit traceability.
