Job Description:

Program Manager has overall responsibility for all financial, technical, administrative, performance, and personnel aspects of contract management and all component awards (e.g., Task Order/Delivery Order/Call). PM manages, directs, and allocates resources to support services, supported by corporate executives to make sure that the service provides on-time delivery of top-quality services.
- Provide comprehensive program and project management services to support the successful delivery of Government initiatives within defined scope, schedule, and budget parameters. The management approach shall be disciplined, data-driven, and aligned with industry best practices, ensuring innovation, continuous improvement, and stakeholder satisfaction.
- Establish and maintain a mature, customer-focused program management framework that enables continuous delivery of program and project outcomes, real-time alignment between operational environments and business data, risk-aware decision-making, efficient resource utilization, and cost-effective contract performance that align with industry standards such as:
- PMIs Project Management Body of Knowledge (PMBOK)
- Capability Maturity Model Integration (CMMI)
- IT Infrastructure Library (ITIL)
- Agile and DevSecOps frameworks (as applicable)
- Federal IT governance policies (e.g., FITARA, OMB Circular A-130)
- Utilize real-time, data-driven approaches to track, analyze, and report project status, risks, and performance metrics.
- Use automated dashboards and analytics, whenever possible, to track IT project KPIs, service levels, and system performance.
- Manage IT projects across the full technology lifecyclefrom concept, development, testing, and deployment through operations and decommissioning.
- Support digital transformation efforts such as:
- Cloud adoption and migration
- Legacy system modernization
- Enterprise architecture alignment
- Automation and DevSecOps implementation
- Ensure all program and project activities are managed within the approved scope, schedule, and budget constraints.
- Establish baselines and track variances using integrated IT management tools (e.g., Azure DevOps, JIRA, Microsoft Project, ServiceNow, etc.).
- Implement Earned Value Management (EVM), cost tracking, and milestone reporting as required.
- Maintain open, transparent, and proactive communication with all stakeholders, such as executives, end users, and oversight bodies.
Educational Requirements:
- Bachelors degree
Experience Requirements:
- 8 years of managing a program with an annual budget exceeding $9M
- Must be able gain and hold a MBI Public Trust clearance.
Certifications:
- Hold an industry-recognized certification in program management (i.e. Program Management Professional (PMP)
- Certified Scrum Master (CSM)
