The Department of Community Supervision has an Accounting Director opportunity available within the Accounting business unit of its Finance division for a hands-on, detailed, organized, and focused team player. 

 

Job Summary 

Under the supervision of the Deputy Chief Financial Officer, the Accounting Director oversees the activities of the accounting staff. In addition to these oversight duties, the Accounting Director is responsible for various reconciliations, journal entries, staff work review, monthly reporting, annual reporting, and audit functions for the department. The Accounting Director also directs a comprehensive accounting program which integrates Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards, Generally Accepted Governmental Auditing Standards (GAGAS), statutory accounting requirements, and departmental fiscal policies and procedures. This position may create and implement departmental policy, internal controls, coordinate both internal and external audits and reviews, and manage the monthly and annual close processes. The Accounting Director is also responsible for leading various accounting-related special projects as required. In addition, the Accounting Director analyzes financial data, coordinates operational analyses of accounting systems, subsystems and procedures. This position coordinates the accounting operation with budgetary, administrative support, and programmatic functions. 

 

 

The Accounting Director represents the financial interests of the department in accounting-related interactions including negotiations with other parties, such as banks, vendors, external auditors, and management staff of other governmental entities. 

 

 

 

Job Responsibilities & Performance Standards 

  • Manages activities for department employees. 

  • Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges department employees. 

  • Analyzes financial statistics and other accounting data. 

  • Provides professional guidance and assistance in the solution of complex accounting and financial problems. 

  • Represents the financial interests of the State in accounting-related interactions/negotiations with other parties, such as banks, vendors and external auditors. 

  • Plans, directs, and coordinates financial audits and investigations. 

  • Manages Federal Grants and ensures compliance with the Uniform Administrative Requirements for Federal Grants: 2 CFR 200  

  • Manage Asset Forfeiture Funds within compliance of DOJ Equitable Sharing Agreement Responsible for 1099 and W2 submissions

  • Fiscal Year End Reporting and State Accounting Office Reporting Responses related to GASB standard changes 

  • Other miscellaneous accounting and financial related duties as required.  

 

 

 

Abilities, Knowledge and Skills

 

  • Ability to confer with state officials and federal representatives related to the agency’s accounting practices. 

  • Ability to handle confidential matters. 

  • Ability to prepare and review accurate accounting entries and adjustments and perform mathematical computations accurately. 

  • Ability to communicate effectively, both orally and in writing. 

  • Ability to use technical judgment in determining the accuracy and completeness of financial information. 

  • Ability to research current trends and changes in accounting policy, federal grant guidelines and other related areas. 

  • Ability to conduct financial compliance audits. 

  • Knowledge of the principles, practices, methods and techniques of governmental accounting. Knowledge of the principles, practices, methods and techniques of GAAP accounting.

Preferred Qualifications 

 

  • Supervisory Experience 

  • Fiscal Year End Close Process and SAO Form Submission Responsibility 

  • Accounting experience in the public sector. 

  • Experience working with federal grants

Bachelor's degree in accounting and six (6) years of professional accounting job-related experience, which includes four (4) years in a managerial or supervisory role; or one (1) year of experience at the lower-level Sr Mgr 2. Accounting (FIM013) or Sr Mgr, Financial Reporting (FIM051) or position equivalent.
