Job Description

The Head of Public Policy Engagement leads the development, and management of federal regulatory policy positioning for TD in the US. This role involves tracking regulatory policy developments at the federal level, analyzing implications for TD's lines of business, and shaping advocacy strategies to advance the bank's interest. The Head of Public Policy Engagement interfaces with senior TD executives, to ensure consistent understanding of how regulation is evolving. The Head of Public Policy Engagement writes and updates position papers, inform messaging, and work with the broader government affairs team to prioritize issues. This role is part of TD Corporate and Public Affairs function.

Depth & Scope

  • Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
  • Develops a comprehensive public policy strategy that anticipates federal regulatory and legislative trends
  • In coordination with the Head of Government Relations, helps represent the institution's interest in discussions with, regulators, central banks, and trade associations
  • Monitors global legislative, regulatory, and geopolitical developments affecting financial services, including banking, capital markets, digital assets, and ESG
  • Provides expert analyst and strategic advice to the senior leadership on, regulatory, and policy risk and opportunities
  • Represents the organization in public forums, and policy-related events
  • Coordinates with internal stakeholders (Legal, Risk, Lines of Business, and the rest of CAPA) to ensure cohesive policy responses and advocacy
  • Engages with trade associations, think tanks, and industry coalitions to shape industry-wide responses and build consensus
  • Leads and mentors a high-performing public policy engagement team and manage external advisors as needed

Education & Experience

  • Bachelor's degree in political science, Law, Public Policy or related field
  • 10 years of relevant experience in public policy, government affairs, or a related field, preferably within or alongside the financial service industry
  • Deep understanding of global financial regulatory frameworks (e.g., Basel III, Dodd-Frank, AML, ESG regulation)
  • Established network across regulatory and policy-making bodies at the regional and national levels
  • Exceptional strategic thinking, leadership, and communications skills
  • Proven ability to manage complex, cross-border policy portfolios in a highly regulated environment
