Atlas Public Policy seeks a data-savvy Policy Analyst to manage products, undertake data analysis, and perform research in transportation electrification.


A qualified person must be sharp, ambitious, passionate, organized, and capable of adapting to the evolving demands at Atlas. This position is based in Washington, DC. Staff in DC follow a hybrid work model of three days per week in the office.

The Work

  • Working with our engineering and policy teams, lead the expansion and maintenance of Atlas EV Hub, our one-stop shop for businesses, policy professionals, and the advocacy community to learn more about what’s going on in the EV market. 
  • Envision new datasets, data stories, and features on EV Hub that provide value for our users, and work with our engineering team to get new dashboards built and ensure data management for EV Hub is coordinated across our products.
  • Manage maintenance and expansion of Atlas’s EValuate initiative, a collaboration between Atlas and a number of state governments to improve access to vehicle registration data and related information on the electric vehicle market. 
  • Manage internal teams for EV Hub and EValuate to ensure consistent and accurate data collection and timely and proactive data dissemination. Support new users through product demonstrations and the answering of technical and logistical questions. Develop user surveys to identify customer needs.
  • Lead development and maintenance of Excel-based and online analytical tools for fleet managers, utilities, public agencies, and others to use in making decisions on electric vehicle procurement and charging infrastructure needs. 
  • Lead or support the writing of issue briefs, research reports, online data stories, and weekly digests using original or synthesized research on transportation electrification and electric utilities. 
  • Contribute to proposals and work scopes for new and recurring customers. 
  • Follow important developments in the transportation electrification and climate policy space to contribute to ongoing work and enhance staff knowledge. 
  • Participate in and present at meetings with customers and other organizations actively working with Atlas. 
  • Pitch in at all levels to assist staff as needed on multiple projects concurrently. 


Desired Qualifications

  • Undergraduate degree in public policy, history, STEM, economics, or related field;
  • At least four years of professional experience related to transportation, energy and/or climate policy required. Knowledge of transportation electrification markets and policy preferred. (Applicants may substitute a Master’s degree for one year of experience);
  • Experience managing digital products, analytical tools, and/or data flows without significant oversight;
  • Exceptional data fluency, research, writing, and editing skills;
  • Excellent organizational skills, attention to detail, and strong communication skills;
  • Desire to take initiative, continually improve, streamline, and make efficient use of resources (time and expertise);
  • Intermediate knowledge of quantitative analysis using Excel, Python or R;
  • Experience working with Microsoft Power BI is preferred;
  • Comfort with Microsoft 365 products, including Copilot;
  • Strong interest in realizing Atlas’s mission;
  • Ambitious, self-directed, but knows when to pause and seek assistance; and
  • U.S. citizen or legal permanent resident of the United States or other U.S. work authorization (please specify details in your application. Atlas does not offer sponsorship for permanent residency).

Compensation and Benefits: 

  • Annual salary of $80,000-$110,000
  • Additional expected 10% of salary contributed to a pre-tax retirement account
  • Annual profit-sharing bonus between estimated 5% and 25%, based on employee and company performance
