What are the responsibilities and job description for the Software & Networking Engineering Manager position at TCOM, L.P.?
Manage the efforts of software and network engineers with duties to include but not limited to the following:
- Provide technical vision and leadership in the development of software and network designs to meet program requirements
- Manage the technical resources for software and network engineering to support program efforts including cost and schedule tracking
- Estimate the labor resources for upcoming software and network engineering efforts
- Work collaboratively with Test Engineering manager and manage software testing IAW program requirements
- Develop partnerships and external relationships to support strategic software and network engineering initiatives
- Provide Technical support for Business Development in support of software business capture
- Development of software specifications and flow down requirements
- Evaluation of new software for TCOM applications
- Technical interface to customers for verification and validation of software program requirements
- Development, integration, testing and documentation of software and network designs
- Performance analyses of existing software and predictions for future modifications
- Recommend and oversee R & D software and network tasks to support company technical objectives
- Provide the technical vision for developing innovative software solutions that align with business development objectives
Working Procedure:
Getting Information — Observing, receiving, and otherwise obtaining information from all relevant sources.

- Develop and negotiate software specifications with customers and subcontractors
- Motivate subordinates to perform at their maximum capability

Interacting With Computers — Using computers and computer systems (including hardware and software) to program, write software, set up functions, enter data, or process information.
Communicating with Supervisors, Peers, or Subordinates — Providing information to supervisors, co-workers, and subordinates by telephone, in written form, e-mail, or in person.
- Conduct or attend staff meetings
- Confer with engineering, technical or manufacturing personnel
- Provide inter-departmental liaison at the Department Manager level to coordinate interacting programs having impact on other department activities and objectives

- Understand engineering data or reports

- Participate in technical meeting with customers and functional groups to maintain a configuration that incorporates all requirements both primary and derived
Coordinating the Work and Activities of Others — Getting members of a group to work together to accomplish tasks.
- Coordinate employee continuing education programs
- Coordinate engineering project activities
- Direct and coordinate activities of workers or staff
- Coordinate and manage special programs funded by outside agencies and directed toward high technology application of platform systems
- Schedule workloads, reassign personnel as required to insure that specific department objectives are met in a timely fashion
- Establish the goals and objectives of the Software and Network engineering Group and motivate all employees toward the achievement of these goals. These goals include technical objectives as well as productivity, and cost reduction targets
Perform other duties and responsibilities as assigned.
Education Requirement: Bachelor’s degree in Engineering or a related discipline. Advanced degree desired.
Experience Requirement: Must have practical knowledge and experience in software design and development coupled with technical management skills. Must have working knowledge and thorough understanding of the software systems and network designs associated with Lighter-Than-Air systems.
Fifteen years of experience in software design engineering supervision and/or management with emphasis on requirements analysis, development, test and verification and validation, and cost/schedule tracking.
In compliance with state and local laws, the salary range for this role is $150,000- $200,000. The range provided is a general guideline and good faith estimate representative of all experience levels but is not a guarantee of compensation or salary. TCOM considers several factors when extending an offer including, but not limited to, the scope and responsibilities of the position, a candidate’s experience, education/training, key skills, internal equity, and current market conditions. Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
