Summary

The Training/Quality Assurance Coordinator will be responsible for assisting with the daily functions of the Juvenile Services department including monitoring departmental compliance with federal, state and local laws, established state standards, and County and Departmental policies and procedures. Manages, conducts, and coordinates professional staff training, including curriculum development, presentations, documentation and coordination of external training resources. Provides supervision, guidance, and support to Probation Officer Aide position. Maintains professional staff certification and training records in compliance and coordination with Texas Juvenile Justice Department Standards (TJJD) and procedures, including conducting and reviewing criminal background and sex offender registration checks for employment eligibility. May provide support to conduct and document internal allegations of abuse, neglect and exploitation and staff misconduct. May represent the department as a Training Resource Officer with the Criminal Management Institute of Texas, Sam Houston State University, and the Texas Juvenile Justice Department. Audits local law enforcement agencies to ensure compliance with Juvenile Processing Offices. Manages the Department's intranet system that provides information on training events, policy and procedure and other pertinent department information.

  • Serves as Certifications Officer for the department.
  • Coordinates and documents required fingerprint based criminal history checks and performs out of state criminal history and sex offender registration checks on departmental staff, volunteers and student interns as needed.
  • Monitors documentation of staff training; prepares and submits all electronic certification and re-certification applications to Texas Juvenile Justice Department.
  • Monitors staff training requirements and notifications regarding any deficiencies in meeting requirements for TJJD certification and re-certification.
  • Coordinates swearing in of officers with the court, documentation of Oath of Office and issuance of departmental badges.
  • Conducts and documents internal investigations of allegations of abuse, neglect and exploitation and staff misconduct within the context of state standards and local policies and procedures through multiple means including review of case files and assessments of activities for conformity to state and departmental standards.
  • Coordinates departmental policy and procedure manual including the initiation, revision and distribution of policies and evaluation of associated programs and projects.
  • Coordinates internship program and trains volunteers. Oversees training of interns performing student placement through area college and university programs.
  • Designs, coordinates, and conducts professional staff training in collaboration with senior managers and the Research and Statistics Coordinator and in accordance with the departmental initiatives.
  • Provides on-going supervision, support, and evaluation of Probation Officer Aide position.
  • Collaborates and networks with juvenile justice professionals statewide regarding training resources, information and general trends.
  • Develops, coordinates and documents professional staff training to meet state certification standards, evidence-based practices and changing trends in juvenile justice.
  • Monitors DPS criminal history reporting forms for accuracy.
  • Provides statewide and regional juvenile justice-related training and training assistance to local law enforcement agencies, including Texas Juvenile Law.
  • Audits local law enforcement agencies to ensure compliance with storage and destruction of juvenile records as prescribed by law.
  • Manages and updates the Department’s intra-net system as needed.
  • Performs other duties as assigned.

Knowledge, Skills, & Abilities:

  • Excellent customer service and communication skills, both verbal and written.
  • Ability to work in a fast-paced environment.
  • Must be able to stay organized and know how to prioritize the workload.
  • Ability to work independently and as part of a team.
  • Competency with computers and Microsoft Office 365 Suite.
  • Advanced analytical skills.
  • Knowledge of Texas Juvenile Law and all related Codes, Texas Juvenile Justice Department Standards, federal and local statutes.
  • Proficiency or the ability to become proficient in the use of the Texas Juvenile Justice Department training and certification tracking and reporting software ICIS and SEMARC.
  • Electronically design effective resource training information.
  • Skilled to effectively teach by recognizing and understanding various adult learning styles.

Minimum Requirements

  • Bachelor’s degree from a university or college accredited by an accrediting organization recognized by the Texas Higher Education Coordinating Board in Criminal Justice, Psychology, Sociology, Political Science or in a job-related field. Applicants who graduate from a foreign school must present written documentation that validates their education as meeting the standards of the Texas Higher Education Coordinating Board (THECB) from a Texas Juvenile Justice Department approved service.
  • Three (3) years of work-related experience. One (1) year of graduate course work in an approved area may be substituted for one (1) year of work experience.
  • Valid Driver’s License and valid Auto Liability Insurance are required.
  • Eligibility for certification by the Texas Juvenile Justice Department.
  • Must possess or be able to obtain Training for Trainers certification.
  • Must meet and maintain DPS requirements for authorization to access and conduct criminal background checks.

Physical Demands And Work Environment & Other Requirements

While performing the duties of this position, the incumbent may be required to bend, hear, keyboard, sit, stand, talk, work alone and with others, and work overtime. Must be able to lift up to 25lbs.
