Summary
The Deputy Director of Engineering Services will be responsible for assisting with the daily functions of Engineering Services including provides strategic and tactical direction and leadership to operations by delegating and reviewing the management of work assignments, providing the services of a Registered Professional Engineer to the Commissioners Court and the County, and preparing and monitoring the appropriate budgets required. Works with Municipalities, Precincts, Transportation Advocacy Groups and State DOT to develop and implement alternative delivery projects using innovative financing tools and design build strategies. Ensures the training, evaluation, and personal development of department employees, handling difficult problems and managing the development, implementation and oversight of engineering and transportation-related services. Monitors department resources and budget and ensures compliance with policies and laws. May serve as Acting Director in the absence of the Director of Engineering/County Engineer.

Essential Duties And Responsibilities

- Performs visioning and task implementations at a higher level of organizational responsibility and that have a greater financial and policy impact than lower-level positions.
- Directly responsible for the management, mentoring and training of Engineering Services employees. Areas of direct responsibility include traffic engineering, local and regional drainage projects, floodplain management, plat review, subdivision plan review and approval, roadway and drainage plan preparation and construction inspection.
- Conducts management analysis or problem solving of issues affecting the department. Assesses the effectiveness of service delivery methods, identifying opportunities for improvements and implementing changes. Provides oversight and guides the development of managerial functions within the department for the achievement of long- and short-term goals. Has direct supervision of and responsibility of engineering, platting, survey, striping, and sign shop divisions.
- Coordinates activities and programs with other departments to expedite work and improve interdepartmental performance using tact and diplomacy. Attends various committee meetings and may represent the County on local boards.
- Administers and supervises department and personnel matters including hiring, disciplinary action, termination, employee review/evaluation and motivation. Recommends pay increases or actions, approves leaves and weekly time, conducts new hire training, and recommends continuing education opportunities available to staff.
- Serves as a resource for staff questions regarding customer, client or citizen issues, policies, applicable state codes, etc. Answers questions from cities or the public related to County business. Conducts site visits to assist with development of construction plans, to evaluate field conditions and to inform the public of operational procedures.
- Directs the development and administration of the department’s annual budget including operational, capital, and fixed expenditures, working in conjunction with the Budget Office. Monitors costs and levels of staffing, equipment, materials, and supplies. Reviews and approves expenditures and implements cost savings programs.
- Maintains knowledge of skills, processes, and best practices in the area of engineering development and transportation services.
- Assists the Director with the implementation and management of special projects as needed.
- Works alongside the Director of Engineering/County Engineer, with internal County departments, the Commissioners Court and Administrator’s Office to develop and deliver an alternative delivery/design-build program to expedite transportation projects ahead of traditional design-bid-build approach to project delivery. Assist the Purchasing Department with development of bid documents for capital projects, attends meetings, and participates in evaluation of proposals.
- Works in conjunction with the Director of Engineering/County Engineer with external transportation partners outside the County to develop working relationships, develop new policies, and improve innovation in support of Engineering Services and projects.
- Maintains good working relationships with other agencies, Counties, State and Federal departments and keeps staff and supervisors informed of joint ventures and/or resources.
- Serves as Acting Director in the absence of the Director of Engineering/County Engineer.
- Performs all other related duties as assigned.
