  • Job Summary:** Job incumbent provides oversight to the Behavioral Health Aide (BHA) Program; spearheads effort to grow our own village-based behavioral health workforce, by recruiting, mentoring, and providing on-going support to behavioral health aides in the TCC region. Supervise a variety of staff including BHAs and BHA Clinical Leadership. Further enhance BHA program to increase sustainability and high quality outcomes.

  • Representative Duties:** Under the general supervision of the Behavioral Health Clinical Director, job incumbent will be assigned from the following representative duties:
  • In collaboration with local tribes, recruit, orient, train and provide administrative and clinical supervision to regional Behavioral Health Aides, including annual performance evaluation and corrective action, as needed.
  • Provide supervision and oversight of program staff including BHA Clinical Leads. Partner with staff to further enhance program including recruiting and hiring qualified staff to provide training and leadership.
  • Develop and maintain productive working relationships with local tribal supervisors, in accordance with TCC policy.
  • Provide clinical supervision in accordance with TCC policies, grant requirements, and individual BHA certification level. Document supervision on appropriate form.
  • Support behavioral health aides professional development by promoting their involvement in academic programs, BHA Certification, on-going on-the-job training, and relevant outside training. Develop staff training plans for each BHA and monitor progress.
  • Facilitate collaboration between Behavioral Health Aide Program and TCC Wellness and Prevention Program to enhance delivery of prevention in the TCC region.
  • Manages the daily clinical activities of the rural service providers and assures compliance with regulatory agencies.
  • Reviews staff productivity to meet standards set by Behavioral Health Director.
  • Ensures ethical and professional quality of services.
  • Demonstrates personal initiative and accountability while managing the program budget; Forecast needs, allocate resources and/or take corrective action if necessary.
  • Assist with grant management and reporting requirements relevant to BHA program.
  • Provides assistance in emergency or crisis situations in conjunction with the Health Aides, VPSOs and clinician on call.
  • Conducts chart reviews of staff producing clinical documentation to assure clinical documentation meets policy standards, appropriateness, and effective treatment services.
  • Reviews, approves and signs initial assessment and treatment plans.
  • Follows up with clinical staff on data reports to assure appropriate and timely data.
  • Attends training to enhance and update skills as directed by Behavioral Health Clinical Director or in congruence with trainings offered on Training schedule.
  • May share behavioral health emergency on-call services, provide crisis intervention as needed.

Other Responsibilities

  • Perform other job related duties as assigned.

Minimum Qualifications

  • Masters Degree from an accredited university in Clinical Psychology, Clinical Social Work, Counseling, Child Guidance or Community Mental Health; or Marriage and Family Therapy with an active license to practice marital and family therapy; a Professional Counselor who has an active license to practice as a P ofessional Counselor; a Clinical Social Worker who holds a Masters degree in social work and an active license to practice as a Clinical Social Worker; or a Psychologist or Psychological Associate who has an active license to practice as a Psychologist or Psychological Associate. Must hold a current Alaska licensure in designated field.
  • Two (2) years of substance abuse work experience and/or must be familiar with the dynamics of substance abuse and addiction, recovery and relapse prevention.
  • Must pass background check pursuant to Alaska DHSS and federal Indian Child Protection and Family Violence Prevention Act requirements and State of Alaska background check.

Knowledge, Skills And Abilities

  • Experience with adult, child, and adolescent service provision; specialized testing/evaluation; DSM diagnosis; severely emotionally disturbed children; chronic mental illness; dual diagnosis and integrated treatment for substance abuse and mental illness; treatment planning; treatment coordination; crisis intervention; consultation; routine charting; Medicaid regulations; and professional reports. Familiarity with Fairbanks area, Interior, Regional, and statewide mental health services and substance abuse treatment providers.
  • Cross-cultural treatment skills and knowledge of Alaska Native cultures and traditions preferred. Familiarity with the culture and needs of individuals of Alaska Native descent.
  • Strong computer skills using electronic health records and scheduling systems, and Microsoft Office applications.
  • Strong verbal communication, analytical and interpersonal skills required.
  • Must have initiative and prioritizing skills.
  • Must work as part of a team providing quality care.
  • Knowledge and ability to adhere to Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 confidentiality regulations.
  • Adherence to the Code of Ethics associated with professional licensure/certification or licensure/certification track such as NASW, ACA, APA, NAADAC, etc.
  • Supervision:** Job incumbent supervises multiple staff members.
  • Physical demands:** Mostly sedentary position with long periods of sitting. Frequently work under deadline situations. Must be able to lift and carry up to twenty-five pounds. Must be able to work in a busy and sometimes stressful environment. Must be able to travel as needed for emergency situations; travel may occur by small aircraft or snow machine; flexibility is required as lodging availability and circumstances vary by community.
  • Summation:** Job incumbent will benefit from using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
