Cybersecurity Specialist

Location: Knolls Atomic Power Laboratory (KAPL), Schenectady, NY.

On-site duty station; no travel required.

Schedule: Part-time, approximately 1,560 hours per period of performance (base year plus four option years). Core coverage hours 9:00 a.m. to 3:00 p.m. local time, Monday through Friday, within a general office window of 6:00 a.m. to 6:00 p.m.

Security Clearance: Active DOE Q access required prior to contract start. Candidates holding an active DoD Top Secret clearance (Tier 5 investigation) are strongly preferred, since DOE reciprocity can bridge site access while the DOE Q determination is adjudicated. Position is a drug-testing-designated position under 10 CFR Part 707, subject to pre-employment, random, and for-cause testing.

Education/Experience: Bachelor's degree from an accredited college or university in a relevant field and a minimum of 4 years of directly relevant experience, or a Master's degree in a related field and a minimum of 2 years of relevant experience.

Required Background and Experience

  • Minimum of 1 year of specialized experience at or equivalent to the U.S. Government GS-12 level, demonstrating the ability to lead cybersecurity audits, compliance reviews, vulnerability assessments, or risk analyses, and identifying IT system vulnerabilities.
  • Comprehensive knowledge of Federal cybersecurity laws, regulations, and directives, including DOE Orders, NNSA policies, Department of Defense instructions, and Intelligence Community directives, and their implementation requirements.
  • Excellent verbal and written communication skills, including the ability to present complex ideas, data, and recommendations to senior leadership clearly and concisely.
  • Ability to maintain a professional demeanor in a high-visibility, mission-focused environment; self-motivated, able to work under tight deadlines and shifting priorities, and capable of independently setting work objectives without close supervision.

Required Certifications

None mandated by the solicitation; however, candidates should hold current cybersecurity certifications supporting the required background above.

Preferred Certifications and Experience

  • CISSP, CISM, or similar recognized cybersecurity certification.
  • Familiarity with software design concepts, multiple IT disciplines, and IT infrastructure components.
  • Demonstrated success proactively resolving complex issues and improving IT or cybersecurity processes.
  • Experience developing and implementing IT or cybersecurity policies and procedures at an organizational level, including drafting security plans, standard operating procedures, or organizational directives.

Representative Duties

  • Lead the implementation and management of classified and unclassified cybersecurity programs at the site office; ensure compliance with DOE/NNSA requirements and CyberSecurity Program guidelines.
  • Develop and maintain local cybersecurity policies, procedures, and long-range plans; provide advice and training to personnel on proper implementation of cybersecurity policies and standards.
  • Plan, schedule, and lead cybersecurity compliance reviews and formal security surveys; evaluate contractor-implemented information security programs and document findings, vulnerabilities, and required corrective actions.
  • Recommend and lead process improvement initiatives to strengthen cybersecurity and IT management practices and provide input on software application development or IT enhancements.
