Position Overview

We are seeking a highly skilled and self-motivated Cybersecurity Specialist to support the Department of Energy's Naval Reactors Laboratory Field Office (NRLFO) Mission Support Division. This role leads the implementation and management of classified and unclassified cybersecurity programs, ensures compliance with DOE/NNSA requirements, and provides cybersecurity oversight across NRLFO sites and contractor facilities.

This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for all human resources, disciplinary, and administrative matters, while receiving work direction and prioritization from NRLFO management.

Key Responsibilities
  • Lead implementation and management of classified and unclassified cybersecurity programs at each site office
  • Ensure compliance with DOE/NNSA requirements and Cyber Security Program guidelines
  • Develop and maintain local cybersecurity policies, procedures, and long-range plans aligned with mission objectives and higher-level directives
  • Provide advice and training to personnel on proper implementation of cybersecurity policies and standards
  • Interpret and apply national cybersecurity standards and develop local policies, procedures, and long-range strategic plans
  • Plan, schedule, and lead regular cybersecurity compliance reviews and formal security surveys at NRLFO sites and contractor facilities
  • Evaluate the effectiveness of contractor-implemented information security programs by examining policies, procedures, system security plans, and technical controls
  • Identify findings, vulnerabilities, or instances of non-compliance with DOE/NNSA cybersecurity requirements
  • Document and report results of all reviews, audits, and surveys to NRLFO, issuing formal reports with findings, recommendations, and required corrective actions
  • Recommend and lead special projects or process improvement initiatives to streamline and strengthen NRLFO's cybersecurity and IT management practices
  • Develop and implement solutions to help users and NRLFO staff operate more securely without impeding productivity
  • Provide input on software application development or other IT enhancements as needed
Deliverables
  • Complete, functional, properly documented cybersecurity program materials
  • Comprehensive documentation of cybersecurity tasks meeting federal lifecycle and auditability requirements
  • Weekly reports summarizing completed tasks, outstanding work, risks, and recommended improvements
Required Qualifications
  • Bachelor's degree from an accredited college or university (relevant field) and a minimum of four (4) years of directly relevant experience; OR a Master's degree in a related field and a minimum of two (2) years of relevant experience
  • Minimum of one (1) year of specialized experience at (or equivalent to) the U.S. Government GS-12 level, demonstrating the ability to lead cybersecurity audits, compliance reviews, vulnerability assessments, or risk analyses; and identifying IT system vulnerabilities
  • Comprehensive knowledge of Federal cybersecurity laws, regulations, and directives -- including DOE Orders, NNSA policies, Department of Defense instructions, and Intelligence Community directives -- and their implementation requirements
  • Excellent verbal and written communication skills, including the ability to effectively present complex ideas, data, and recommendations to senior leadership clearly and concisely
  • Ability to maintain a professional demeanor in a high-visibility, mission-focused environment; must be self-motivated, able to work under tight deadlines and shifting priorities, and capable of independently setting work objectives and meeting commitments without close supervision
  • Must be able to obtain a DOE "Q" Clearance; U.S. Citizenship required. DOD reciprocity may be used while DOE adjudication is evaluated
Preferred Skills
  • Familiarity with software design concepts, multiple IT disciplines, and IT infrastructure components
  • Relevant professional certifications (CISSP, CISM, or similar)
  • Demonstrated success in proactively resolving complex issues and improving IT or cybersecurity processes
  • Ability to manage multiple tasks or projects simultaneously and see them through to completion
  • Strong collaboration and interpersonal skills
  • Experience developing and implementing new IT or cybersecurity policies and procedures at an organizational level
Schedule & Work Conditions
  • Core hours are 9:00 a.m. to 3:00 p.m. local time, Monday through Friday, except Government holidays or site shutdowns; general office hours may be scheduled from 6:00 a.m. to 6:00 p.m. with start/end times adjustable by mutual agreement
  • Part-time: anticipate 1,560 hours per period of performance
  • Location: Knolls Atomic Power Laboratory, Schenectady, NY
  • Some coordination and occasional support of satellite locations may be required; support for satellite locations does not require travel
Security Requirements
  • U.S. DOE "Q" Access required; clearance must be obtained prior to start of performance
  • Must comply with site security, safety, health, environmental, and information security requirements
  • Must maintain awareness of cyber, physical security, and safety-related rules, policies, and procedures
