Job Summary

The Medical Director provides clinical leadership, regulatory oversight, and strategic direction for medical services provided through the Victor Valley Community College Student Health Center, and is responsible for ensuring that clinical services meet California Department of Public Health (CDPH) community clinic licensing requirements, Title 22 regulations, and all applicable federal and state healthcare laws.

This position ensures high-quality, evidence-based patient care while supervising medical providers, overseeing clinical protocols, supporting quality improvement initiatives, and guiding the development of programs that address the healthcare needs of underserved populations. The Medical Director will work collaboratively with executive leadership, clinical staff, and community partners to ensure effective service delivery and integration of medical, behavioral health, and supportive services.

 

Essential Duties and Responsibilities: 

Clinical Leadership & Medical Services: Provide leadership and oversight for (assigned) clinical services; deliver primary care services as needed, including preventive, acute, and chronic disease management; conduct examinations, order and interpret diagnostic testing, develop treatment plans, and prescribe medications in accordance with medical guidelines and regulations.

Clinical Standards, Protocols & Documentation: Establish and maintain clinical protocols, treatment guidelines, and documentation standards; oversee proper use of the Electronic Health Record (EHR) and ensure clinical documentation meets regulatory requirements; conduct or oversee chart reviews, peer reviews, and clinical audits to ensure quality and compliance.

Regulatory & Compliance Oversight: Ensure full compliance with CDPH community clinic licensing requirements (Title 22), HIPAA, OSHA, and all applicable federal and state healthcare regulations; participate in regulatory inspections, licensing surveys, and audits; ensure providers practice within their scope of licensure, practice agreements, and professional standards of care.

Quality Assurance & Performance Improvement: Lead clinical quality assurance and quality improvement initiatives; monitor clinical performance indicators, patient outcomes, and care delivery trends; identify opportunities for improvement and implement corrective actions to enhance clinical performance.

Program Development & Strategic Planning: Assist organizational leadership with the development, expansion, and improvement of healthcare services; support innovative healthcare programs and models that address community needs and improve access to care; contribute to strategic planning for clinical operations and integrated service delivery.

Supervisory Responsibilities: Supervise assigned staff; provide clinical consultation and guidance on complex medical cases; support recruitment, credentialing, onboarding, and performance evaluation of clinical staff; provide required physician supervision for nurse practitioners and physician assistants.

Care Coordination & Integrated Services: Collaborate with behavioral health providers, social workers, case managers, and outreach teams to support integrated and holistic patient care; coordinate patient care with hospitals, specialty providers, and community partners; promote care models that incorporate social determinants of health and whole-person wellness. 

Qualifications:

Education and Experience

This position requires the following education and experience:

Medical Doctor (MD) or Doctor of Osteopathic Medicine (DO) degree from an accredited medical school required.  A minimum of five (5) years of clinical experience, preferably in community health or public health required. Previous clinical leadership or supervisory experience strongly preferred. Experience serving underserved or vulnerable populations preferred. Fluency in Spanish preferred.

 The Company, at its sole discretion and on a non-precedent setting basis, may determine that a candidate/employee with less than the required year(s) of experience/education is qualified and eligible for placement in this role because of education and/or demonstrated competencies and proficiency.

Certifications, Licenses, Registrations

This position requires the following certifications, licenses, and/or registrations:

Board-certified in Family Medicine, Internal Medicine, or a related specialty.  

Active and unrestricted California medical license.

DEA registration with authorization to prescribe controlled substances.

 Completion of an accredited residency program

Certification in Basic Life Support (BLS)

Valid California driver's license.

Ability to treat Medicare patients

 Ability to supervise nurse practitioners and physician assistants under California law

Clear record in the National Practitioner Data Bank

Ability to work flexible hours, as required, including weekends and holidays.
