Role Summary

Lead Syman's environmental design and technical writing function for stormwater compliance and erosion control deliverables. This role manages department personnel, workload planning, quality control, training, and process improvement while also providing technical oversight for stormwater documents for the CGP, MSGP, DOT, Federal plans, stormwater pollution prevention plans, erosion and sediment control plans, dewatering plans, SPCC plans, and related permit support documents.

The Design Manager is responsible for building and maintaining a consistent, efficient, and high-performing department. Success in this position requires strong leadership, sound judgment, technical writing ability, document review experience, regulatory awareness, and practical coordination with clients, Project Managers and leadership so client deadlines and quality expectations are met.

Core Responsibilities

Department Management & Leadership

·        Lead, supervise, and develop design department personnel involved in technical writing, mapping, plan review, and environmental design support.

·        Assign work, monitor progress, and maintain accountability for quality, timeliness, and consistency.

·        Forecast workload, balance staffing resources, and schedule team members to support project deadlines and client expectations.

·        Set department priorities and adjust workloads as project demands shift.

·        Train and mentor employees on stormwater compliance, erosion and sediment control principles, technical writing, and internal standards.

·        Promote a culture of professionalism, accountability, continuous improvement, and customer responsiveness.

·        Identify recurring department issues and implement practical solutions that improve performance and reliability.

·        Participate in management meetings and contribute to company planning, coordination, and operational discussions.

·        Uphold company policies, procedures, and performance expectations.


Quality Control & Process Improvement

·        Develop, maintain, and improve department processes, templates, review checklists, and quality standards.

·        Review and audit work products for technical accuracy, completeness, consistency, professionalism, and regulatory alignment.

·        Monitor narratives, maps, exhibits, and supporting documents for clarity, spelling, grammar, formatting, and usability.

·        Audit CAD and plan-based work for area delineations, drainage patterns, BMP placement, and detail accuracy.

·        Coordinate with Project Managers and department leadership to improve communication, turnover quality, and consistency between teams.

·        Standardize deliverables and workflows to improve efficiency without sacrificing technical quality or customer service.


Technical Writing, Design & Regulatory Support

·        Prepare and/or oversee preparation of environmental and stormwater-related documents, including CGP SWPPPs, MSGP SWPPPs, DOT SWPPPs, erosion and sediment control plans, dewatering plans, SPCC plans, 404 permit support documents, and local erosion control submittals.

·        Prepare estimates and proposals for design work

·        Research applicable federal, state, local, and owner-specific requirements related to stormwater and environmental protection for additional states.

·        Review project history, site constraints, sensitive resources, endangered species considerations, and related permitting requirements.

·        Complete or support permit-related filings and submittals, including NOIs, LEWs, and related documentation.


·        Work with Project Managers and clients to understand project scopes, schedules, risks, and client expectations.

·        Provide technical support to project teams and assist with field-related questions when needed.

·        Perform rain event inspections or related field support as required.


Qualifications

·        Bachelor’s degree in civil engineering, Environmental Science, Construction Management, Technical Writing, or a related field is required; however, candidates with 3 or more years of directly relevant experience in stormwater compliance, environmental design, erosion and sediment control documentation, or related construction support services may be considered in lieu of a degree.

·        Demonstrated leadership or management experience, including supervising personnel, assigning work, maintaining accountability, and improving team performance.

·        Experience managing workflows, balancing multiple deadlines, and planning department resources.

·        Experience in stormwater compliance, erosion and sediment control, environmental documentation, or related construction support services.

·        Strong quality control and document review experience preferred.

·        Experience with Idaho or adjacent states stormwater requirements, CGP requirements, ITD-related documentation, and local jurisdictional standards preferred.

·        On-time deliverables: department work products submitted by internal and client deadlines.

·        Quality control performance: reduced revision cycles, fewer errors, and consistent formatting and technical accuracy.

·        Workload management: balanced staffing and visibility into upcoming project demands.

·        Team development: improved staff capability, consistency, and adherence to department standards.

·        Process improvement: measurable gains in efficiency, template consistency, and document turnover quality.

·        Client support: responsive coordination with Project Managers and reliable technical support to operations and field teams.


Work Environment & Physical Requirements

Office setting with occasional site visits, field reviews, and coordination meetings. Ability to sit for extended periods, work at a computer for much of the day, and occasionally lift up to 25-35 lbs. for plan sets, samples, or field materials.
