Superior Paving Corp. is seeking a Senior Payroll Specialist to support accurate, timely, and compliant payroll administration across field and office operations. This position is responsible for executing full-cycle weekly payroll for hourly and salaried employees while ensuring compliance with payroll tax regulations, certified payroll requirements, prevailing wage laws, and company policies.
The Senior Payroll Specialist serves as the subject matter expert for payroll processing and timekeeping administration and partners closely with Operations, Foremen, Human Resources, Accounting, and leadership to ensure employee time is accurately captured, labor is properly allocated, and payroll is processed efficiently. This role supports a fast-paced asphalt paving and construction environment and is responsible for maintaining payroll accuracy from field logs through payroll completion, reporting, and compliance.
ESSENTIAL DUTIES & RESPONSIBILITIES
Timekeeping Administration & Payroll Readiness
- Manage company-wide timekeeping administration and support weekly payroll readiness activities.
- Monitor completion, review, and approval of field timesheets and employee time records to ensure timely payroll processing.
- Audit employee hours for completeness and accuracy, ensuring proper labor coding, job allocation, classifications, and cost center assignment.
- Partner with Operations, Foremen, and department leaders to resolve missing, incomplete, or inaccurate time entries.
- Monitor payroll deadlines and ensure timekeeping approvals are completed in accordance with company procedures.
Payroll Processing & Administration
- Process full-cycle weekly payroll for salaried and hourly employees across field and office operations.
- Prepare, review, validate, and finalize payroll while maintaining accuracy and confidentiality.
- Review payroll registers and reconcile payroll data prior to submission.
- Maintain employee payroll records and ensure accurate employee setup and updates.
- Serve as primary point of contact for employee payroll questions and issue resolution.
Payroll Tax, Compliance & Reporting
- Manage payroll tax administration and support timely filing and payment of federal, state, and local payroll taxes.
- Review and reconcile quarterly and annual payroll tax filings.
- Coordinate year-end payroll activities including W-2 processing and reporting.
- Research and resolve payroll tax notices, discrepancies, and employee payroll concerns.
- Maintain payroll documentation, procedures, and controls to support audit readiness.
- Ensure compliance with: Federal and state wage and hour laws, payroll tax requirements, certified payroll regulations, company policies and internal controls
Certified Payroll & Prevailing Wage Compliance
- Administer certified payroll reporting and support compliance requirements for public and prevailing wage projects.
- Prepare and submit certified payroll reports in accordance with contract requirements and reporting deadlines.
- Partner with project managers to ensure payroll reporting requirements are met.
- Maintain records and supporting documentation for certified payroll audits and compliance reviews.
- Support monitoring of subcontractor certified payroll documentation and related compliance activities as assigned.
Financial Reporting & Payroll Support
- Prepare payroll reconciliations and support payroll-related accounting activities.
- Generate recurring and ad hoc payroll reports for leadership, Finance, Human Resources, and Operations.
- Support labor reporting and payroll analytics to assist operational decision-making.
- Assist with internal and external audits by providing payroll documentation and support.
Cross-Functional Collaboration
- Partner with Human Resources to support:
- New hire payroll setup
- Employee changes
- Benefits deductions
- Leave administration
- Employee separations and final pay
- Support payroll system enhancements, testing, and process improvements.
- Manage payroll imports, exports, integrations, and interfaces between payroll, HRIS, accounting, and timekeeping systems.
- Maintain strong working relationships across Operations, HR, Finance, and Accounting.
QUALIFICATIONS
Education & Experience
- Bachelor’s degree in Accounting, Finance, Human Resources, Business Administration, or related field preferred; equivalent experience considered.
- Minimum 3 years of progressive payroll and/or timekeeping administration experience.
- Strong knowledge of payroll administration, wage and hour regulations, payroll tax requirements, and timekeeping processes.
- Multi-state payroll experience preferred.
Preferred Qualifications
- Proficiency in using UKG Ready (formally Kronos Workforces Ready).
- Certified Payroll Professional (CPP) designation preferred.
- Experience supporting payroll audits and regulatory reporting.
- Experience with payroll system implementations, integrations, or process improvements.
- Construction, heavy civil, asphalt paving, or field operations experience preferred.
